Vacancies will be filled in the following specialty areas:
Commissioner's Protection Detail (CPD)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
As a Front Line Manager you will:
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.
  • Supervise all phases of protective services operations.
  • Provides advice, consultation and assistance to senior IRS and CI Officials, the Chief of Staff, and other PSU staff with respect to protective services operations planning and execution.
  • Supervises subordinates with actions regarding documentation of missions and protective intelligence analysis/development. Ensures employees are proficient in protective services and security programs.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A drug test with a negative result is required.
  • The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) and maintain a valid license while you occupy the position.
  • Sign a mobility agreement.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.
  • Complete or have previously completed the training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour work week.
  • Must be able to obtain a Top-Secret Security Clearance.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
FRONT LINE MANAGER REQUIREMENTS:You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. Examples of qualifying experience may include the following (these examples are not all inclusive):
  • Experience that demonstrated knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight.
  • Experience applying knowledge of organizational functions, terminology, quality assurance techniques, and reporting requirements in order to coordinate work.
  • Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired only through extensive field experience as a GS-1811 Criminal Investigator.
AND
Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position.
AND
