Duties
This position is a GS-1811 position and requires the ability to carry a firearm and the appropriate criminal investigative training and experience.
This position meets the conditions outlined for a "Secondary" position in accordance with 5 CFR 842.802 and applicable OPM retirement policies due to the preponderance of time spent in managerial and case oversight duties. Special conditions: Subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the USCG. Therefore, eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994. Selectee must have completed basic Criminal Investigator training at the Federal Law Enforcement Training Center or equivalent prior to application. This is a "Secondary" position covered under the Civil Service Retirement System (CSRS), 5 USC 8336(c) or Federal Employee's Retirement System (FERS) special retirement provision 5 USC 8412(d). Coverage is extended only if appointment to this position immediately follows service in a law enforcement covered position. FERS applicants for this position must have completed 3 years of continuous service in a "Primary/Rigorous" position in order to continue coverage upon selection. As a condition of employment, the selectee will remain subject to a mobility agreement which requires acceptance of relocation/reassignment to a position within a different geographic area if required by the Agency. A mobility agreement must be signed prior to appointment. The incumbent must carry firearms and maintain proficiency in their care and use. Therefore, the position is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g)(9) and selectee will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, USC, Section-1001). Results of a recent (up to one-year old) physical examination must be provided prior to appointment. Determination as to sufficiency of medical record will be made at time of appointment. You will serve as a senior level manager, responsible for all administrative and operational activities within the Area of Responsibility, to include Assistant Special-Agent-in-Charge and those of their subordinate Resident Agent Offices (RAO), distribution of work to be accomplished by other employees, relaying priorities, and reviewing investigative products for content, clarity and timeliness. As a senior level manager, you will be responsible for all CGIS operations conducted within the maritime jurisdiction of the CG, to include criminal investigations (internal and external), protective service operations, and law enforcement liaison.
Being a CG Civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Observing work performance, conducting progress and performance appraisals, recommending awards or bonuses, resolving individual and group complaints and grievances, making substantive recommendations to the DDO should serious formal complaints or grievances occur.
  • Developing, distributing and monitoring FY Operational Budget in excess of several million dollars to regions, developing and recommending for approval annual, multi-year and similar strategic plans for accomplishment of mission.
  • Serving as a subject matter expert on the conduct of criminal investigations, operation coordination of joint operations to include: joint protective service details with the Secret Service and Department of State, HUMINT collection with the Organized Crime Drug Enforcement Task Force (OCDETF) and the High Intensity Drug Traffic Area (HIDTA) Task Force and other joint operations.
  • Conducting and/or overseeing the conduct of highly sensitive criminal investigations or law enforcement operations.
  • Providing input to Resource Proposals, development of new operational, tactical and strategic plans and schedules that also must take into account CGIS conventional mission requirements.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.
Must have successfully completed the Federal Law Enforcement Training Center's, Criminal Investigator Training Program.
Qualifications
GS-15: To qualify for this position at the GS-15 level, applicants must have 1 full year of specialized experience (equivalent to at least the GS-14 level in the federal service) that demonstrates possession of specialized experience that has equipped you with the knowledge, skills and abilities needed to perform the duties of this position. Examples include serving as a senior Special Agent or Assistant Special Agent-in-Charge responsible for planning and conducting extensive and highly complex investigations; preparing clear and concise investigative reports; training others in investigative and administrative matters/procedures; coordinating case assignments and reviews; and preparing information for presentation to high-level agency officials as well as officials of other federal law enforcement agencies; experience which has equipped you with comprehensive knowledge of Federal statutes and regulations, including the Uniform Code of Military Justice (Title 10, US Code), rules of evidence, court decisions, constitutional rights, search and seizure, methods of interview and interrogation, admissibility of confessions and national security directives; experience in making contact, maintaining effective working relationships and gaining the confidence and cooperation of others.
Quality Ranking Factor for this position: Completion the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA OR its equivalent.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement.
Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
