Job description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (TITLE 32), Position Description Number D2251000 and is part of the NC ANG, National Guard (235th ATCS / Position 079866034).

Qualifications:

MILITARY GRADES: Officer (Capt/O3 to Lt Col/O5)
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position
SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least GS-11 or GS-12, respectively. Experienced in a military or civilian AIR TRAFFIC facility. Experienced Air Traffic Controller leadership roles in multiple ATC facility-rated locations (control tower and radar). Experienced in managing the administration work of an ATC facility. Formulated and coordinated letters of agreement, operations letters and facility memorandums. Prepared duty rosters and assigned duties to personnel. Knowledgeable in facility flight check requirements for navigational aids, radar and radio communications equipment. Experienced in the planning and organizing ATC activities for tower, GCA radar, airspace information centers and verified facility compliance with USAF and FAA standards. Evaluated ATC operations and work performance. Reviewed and prepared reports. Coordinated ATC activities with other facilities. Prepared and updated situation maps. Prepared Standard Instrument Approach, Enroute, and Departure Procedures (TERPS) for assigned facility/NAVAID. Knowledge is mandatory of ATC procedures and techniques; AO planning and programming; aircraft accident and incident reporting and investigation procedures; hazardous AIR TRAFFIC report procedures (HATR); NAS management utilization and planning principles; federal rule-making actions; environmental requirements which apply to AO management; ATC management of mobile assets and unit type code taskings for AO; AMPOS functions; AM functions; principles of meteorology; USAF airfield and airspace criteria; radio interference reporting procedures; flight inspection of navigational aids and AO facilities procedures; theater air control system functions and operations and combat airspace management; International Civil Aviation Organization (ICAO), FAA, and notice-to-airman (NOTAM) procedures; and radar, navigational aids, and communications maintenance structure and responsibilities. Experiences in managing the function of the work to be performed and experiences to include, managing, leading, and directing employees, assigning work and assessing employee performance.
Highly desirable: Experience in the ATC career field within the last 12 months (1 year).
Fully Qualified in Tower or RAPCON. GCA facility qualification may be substituted for RAPCON requirement per hiring manager authority.
For Terminal Positions: Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices.
For all specializations, qualifying specialized experience must have provided the ability to: Arrive quickly at well-reasoned solutions to complex problems; Adjust quickly to different assignments, changing conditions, and workload fluctuations; Remain calm and controlled during and after long periods of tension and fatigue; and Speak rapidly, clearly, and distinctly.
