The ideal candidate for this position will have experience directing and managing accounting services performed by a group. This position is located in the Office of Chief Financial Officer, Financial Management Division, FEMA Finance Center, Accounting & Analysis team.

Duties
What will I do in this position if hired?
In this position, you will serve as Supervisory Accountant. Typical assignments include:
  • Validating data entered into a variety of basic and specialized accounts which are integrated into a large complex accounting system.
  • Conducting the day-to-day operation and maintenance of financial accounts which are the basis for the preparation of such key statements as trial balances uses to prepare the agency's audited financial statements.
  • Designing internal controls to track financial records, safeguard assets, and ensure accurate valuations, properly classified transactions, and reliable financial statement and reports.
  • Preparing statements and reports containing essential financial information such as financial and contractual status, general ledger accounts system, quarterly and annual reports, and accounts receivable due.
  • Reviewing processes and identifies operational improvements to enhance efficiency and effectiveness of accounting services and reporting.

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Proficiency in Department of Homeland Security TIER reporting and Treasury's Central Accounting Reporting System.

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: (transcripts required)
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    or
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
