Title: Supervisor, Refugee Resettlement and Adjustment Services
Location: 4822 N. Broadway
Shift:
Monday to Friday (8:30am - 5:00pm)
Summary: Under the general guidance of the Case Management Services Program Manager, the Supervisor of Refugee Resettlement and Housing Services is responsible for functional and operational oversight of the resettlement and adjustment services for Refugee and Immigrant Community Services (RICS). Responsibilities include case supervision, administrative oversight and reporting; training, and supervision of staff and interns in providing excellent services to arriving refugee individuals and families; quality improvement, and contract compliance. In addition, the Supervisor will represent the program at resettlement networks and coalitions as required. The Supervisor will support senior management in the administration of programs. Frequent communication with program participants, staff, and national resettlement network personnel will be required. This position may supervise program volunteers and interns. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Duties & Responsibilities:

  • Provides oversight per funder guidelines and social work best practices for client services operations, including, but not limited to, participant, project and case assignment, staff and intern supervision, implementation of program and departmental policies and procedures, staff training to program staff in accord with established program and departmental policies and procedures.
  • Ensures comprehensive service delivery through supervision of resettlement and placement and housing staff, interns, and volunteers, and staff training by established program and departmental policies and procedures.
  • Participates in interviewing, hiring, discipline, terminations, and other relevant employment transactions, within defined parameters (including interns).
  • Ensures a quality assurance/audit system for trauma-informed and strength-based services, in conjunction with the funder, Organization, and departmental Quality Assurance Plan, and periodically conducts appropriate reviews of the system.
  • Identifies and responds to existing gaps in services through the development of appropriate programmatic responses
  • Develops and maintains professional relationships with stakeholders, government agencies, and appropriate groups/community-based organizations and other stakeholders, as approved by the Director.
  • Provides Resettlement and Adjustment Services to a small caseload of program participants.
  • Serves as emergency contact for airport arrivals and other issues.
  • Remains current in the field of services provided through self-initiated avenues, as approved by the Associate Director and Program Manager.
  • Provide training to relevant staff in various facets of the position and ensure documentation is completed in a thorough, accurate, and timely fashion.
  • Supervises the service plans, referrals, follow-up schedule, and advocacy needs for program participants and families. Ensures the accuracy, substance, and timeliness of reports, projects, schedules, and other relevant work products
  • Provides periodic in-house and external staff training to ensure that staff understand and continue to adhere to program standards. Initiates requests for assistance or guidance from the Program Manager to address new issues or complex concepts affecting adherence to professional standards.
  • Partners with Tapestry 360, The Kovler Center, Refugee Health Task Force, mutual aid associations, Exodus and other volunteer groups, and Refugee Health Program teams to improve self-sufficiency outcomes for families.
  • Participates in Refugee and Immigrant Community Services manager meetings, all-staff meetings, participant concerns, staff development, cultural orientation, and other meetings. Helps coordinate with other Refugee and Immigrant Community Services (Reception and Placement, Intensive Case Management, Youth and Family Services, Vocational and English Language Training and Employment, and other programs). Contributes to successful management of facility and supply/donation storeroom.
  • Initiates requests for regular supervision and interim evaluation/goal setting.
  • Participates in the development of long-range plans, service delivery models, and other significant strategies and/or systems.
  • Maintains an appropriate professional demeanor toward co-workers, visitors, participants, supervisors, and all others.
  • Assumes an appropriate role in other Refugee & Immigrant Community Services tasks or projects.
  • Adheres to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), and private funding sources. Assists in the development of organizational plans/policies related to professional standards. Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards. Initiates requests for assistance or guidance from the Associate Director to address new issues or complex concepts affecting adherence to professional standards.
  • Other duties may be assigned.

Supervisory Responsibilities (if applicable): Senior Case Managers, Case Managers, Housing Resource Specialists, and Interns.

Education and Experience:

  • A bachelor’s degree from an accredited institute of higher learning is required.
  • Minimum three (3) years of experience working within U.S. Refugee Resettlement and placement and cultural integration of refugee families abroad experience preferred.
  • A minimum of one (1) year of supervisory experience is required.
  • Volunteer management, in-kind donation solicitation and acknowledgment, internship recruitment, data reporting, financial administration, and other directly related experiences are preferred.
  • Experience with refugee and immigrant communities is strongly preferred.
  • Bilingual is strongly preferred.

Certifications/Licenses:

  • Background check required.
  • Must have a driver’s license and be able to operate an agency vehicle.

Knowledge/Skills/Abilities (K/S/A):

  • Ability to speak and be fluent in a second language including but not limited to the following multi-language abilities:
  • Ability to read and interpret documents such as operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of the organization.
  • Access to regular, dependable, and timely transportation
  • Ability and comfortability working with people of varying socioeconomic backgrounds.
  • Excellent communication skills. Strong networker, convener, relationship builder, and communicator with experience collaborating with diverse work teams and stakeholders.
  • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations professionally and diplomatically.
  • A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability.
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work independently and remain self-motivated with minimal direct supervision.
  • Strategic thought partnership and consultancy skills.

Work Arrangement:
This role is eligible for a “hybrid” or “remote” work arrangement. If hybrid, it is expected this person would be able to meet for “in person” meetings when needed or at the request of others. In-person meetings may be required regularly (weekly, monthly, etc.). There may also be the availability to work from home when appropriate.

  • Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible regarding scheduling and work location.
  • Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.
