SUMMARY: The Purchasing Supervisor is responsible for developing, negotiating, and executing division sourcing agreements for specific spend categories. The primary responsibility of this position is to strategically manage suppliers, procurement, inventory, and planning activities that support the organizations delivery and costing goals.
DUTIES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
- Perform supervisory duties for assigned team members. This may include conducting performance reviews, oversee development, document attendance, submit payroll information and issue corrective action to team members.
- Cover for absent team members.
- Ensure Team members observe and comply with all company policies and procedures towards performance metrics and report progress.
- Train, assist and supervise team members to ensure they follow the proper work procedures and practices.
- Track and report on Team member development and cross-training.
- Ensure Team members have the appropriate qualifications before assigning them specific assignments.
- Manage the scheduling of team members in support of the business.
- Conduct department meetings and attend cross-functional meetings to foster communication and to discuss improvement opportunities and new procedures.
- Maintain, refine and/or suggest improvements within the area to meet customer requirements which include deadlines and quality standards.
- Assist with developing and implementing performance measurements and auditing the processes to routinely evaluate operations efficiency and quality.
- Lead procurement activities for the sourcing of materials, equipment, supplies and services of a highly specialized and complex nature based on project-specific requirements and specifications.
- Follow and execute established and approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good supplier relations.
- Analyze inventory levels to ensure that the correct inventory is being replenished
- Prepare/review proposals, develop evaluation criteria, select or recommend suppliers, create electronic purchase orders, file for review, prepare awards and administer resulting purchase orders. Negotiate additions, deletions or modifications to purchase orders and resolve invoicing issues.
- Facilitate supplier engagement, management, development and production ramp-up in addition to negotiating and ensuring compliance to high value/complex purchase orders.
- Advise management of improvement potential on materials and equipment, price changes, quality changes and source changes.
- Direct and coordinate the procurement of parts and materials to comply with customer production and regulatory requirements.
- Responsible for reviewing pricing, evaluating costs, schedules, terms & conditions, etc. as well as preparing status reports, evaluating suppliers and other duties as needed.
- Analyze price proposals, financial reports, and other information to determine reasonable prices.
- Maintain and review records of items bought, costs, deliveries, product performance, and inventories
- Performs purchasing duties requiring necessary skills to plan and procure supplies, materials, equipment and services
- Under supervision, prepares RFIs, RFPs, and RFQs for goods and services.
- Evaluates supplier proposals and updates ERP system to communicate current pricing & lead time data to customer service for final quote preparation to end customer for repair.
- Places purchase orders for goods and services in support of the business plan
- Expedites purchase orders as required to support our customers
- Resolves issues pertaining to purchase orders: receiving, invoicing discrepancies and timely closure of purchase orders
- Interfaces with team members at many levels, up to and including middle management.
- Receiving of repair order to facility - create work order, tag, deliver to production for evaluation.
- Effectively negotiate price, quality, and delivery schedules to maximize cost savings.
- Negotiate contracts.
- Other Duties as assigned
MINIMUM REQUIREMENTS:
- Bachelor's degree
- 6 years of relevant/technical work experience & 3+ years of leadership experience
- or an additional 3 years of specific work experience in lieu of degree.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook and scheduling applications
- Attention to small details as well as strong math skills.
- Effective verbal and written communication skills.
PREFERRED REQUIREMENTS:
- Master's degree in Supply Chain Management, Finance, or a related field.
- 9+ years of purchasing work experience
- 4+ years in the aviation industry
- 4+ years in a supervisory position
- Experience buying in a heavily sole source environment.
- Knowledge of Engineering Data such as specifications & source control drawings.
- Experience with Quantum (ERP system)
