Job description

Under the general direction of the District 8 Right of Way & Land Survey Division Chief / Deputy District Director, the incumbent plans and manages the work for the Right of Way Engineering, Record Maps, and Resource/Task Management Specialist branches. The incumbent must possess and maintain a valid certificate of registration as a Land Surveyor issued by the California State Board of Registration for Professional Engineers and Land Surveyors. A valid driver's license is required when operating State vehicles. The incumbent will be assigned work based on Departmental needs.

Working Conditions
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

This is a Caltrans Promotional examination.
Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.
Minimum Qualifications:
Possession of a valid California Land Surveyors' License. (A Certificate of Registration as a Civil Engineer issued by the California Board of Registration for Professional Engineers and Land Surveyors prior to January 1, 1982 satisfies this requirement.) and
Either I
Two years of experience in the California state service performing the duties of a Senior Land Surveyor or Senior Transportation Surveyor (Caltrans).
Or II
Broad and extensive (more than five years) land surveying experience, three years of which includes supervising a major program element of a large surveying operation equivalent in responsibility to the Senior Land Surveyor or Senior Transportation Surveyor (Caltrans) level in the California state service.
Examination Information:
This examination will utilize an evaluation of each candidate's experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the "Minimum Qualifications".
This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.
Note: If using Out of Class (OOC) experience , you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

1. Demonstrated knowledge of all phases of surveying performed by Caltrans.
2. Demonstrated ability to apply leadership skills to manage a multi-disciplinary surveying program.
3. Demonstrated ability to plan and direct the work of staff or consultants; judge work quality and performance; analyze situations objectively and adopt an effective course of action.
4. Demonstrated experience in developing positive working relationships with internal/external partners, elected officials, and interest groups.
5. Demonstrated excellent oral and written communication skills and experience in participating in public forums.
