DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Supervises, coordinates, and manages the industrial pretreatment permitting, sampling, industrial waste survey, and dental amalgam program. Conduct analytical, qualitative, and quantitative analyses of special projects dealing with the problems at the wastewater treatment plants. Meet all deadlines required under the regulatory permits. Perform all administrative duties relating to the position, respond to the needs of employees, executive management, administration, and the public in a timely and professional manner.
Ensure accurate and timely reporting to regulatory agencies. Maintain accurate database of industrial pretreatment permits and sample schedules. Interpret laboratory data reports. Manages expenditures to accompany budget goals by forecasting, budget development, planning, and expenditures. Coordinate the update of the pretreatment program and City ordinance to meet regulatory requirements.
Coordinate with the wastewater laboratory on data management and reporting.
Manage a variety of engineering activities and personnel to identify potential unauthorized discharges to the sanitary sewer system. Produce the findings and make recommendations.
Provide regulatory support to review the impact of upcoming regulations on the branch. Determine compliance with various environmental regulatory requirements. Develop the skills and competencies of subordinates through training and development activities related to current or future jobs. Build a cooperative work team with a safe and productive environment.
The ideal candidate is someone who can work independently, managing their own schedule to meet City’s approved pretreatment program’s goals. The candidate will also need great technical and communication skills to be able to directly coordinate with public partners and collaboratively work with management and managed employees. Attend conferences and professional meetings.
WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Department of Public Works & Engineering Emergency Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required. A valid Driver's License and compliance with the City of Houston's policy on driving.

PREFERENCES

Preference will be given to applicants with experience implementing pretreatment program requirements, industrial wastewater treatment, industrial pretreatment rules and regulations; laboratory data management and interpretation, and investigation of industrial users upstream from treatment plants.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
