Supervising Deputy Public Guardian

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024, the salary schedule will be increased by 4.25%.
Effective June 27, 2025, the salary schedule will be increased by 4.00%.
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (P.S.T.) on the day the County's needs are met. Qualified applicants are encouraged to apply immediately.
This recruitment will establish an open eligible list and will be used to fill current and future Supervising Deputy Public Guardian positions within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.


HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Mental Health and Recovery Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.
PUBLIC GUARDIAN
TheOffice of the Public Guardian (PG) acts as a court appointed fiduciary to individuals who are unable to provide for their own self-care or resist fraud or undue influence when there are no viable alternatives to public conservatorship. The Superior Court determines whether a conservatorship should be established, involving a court process that includes petitioning the court and notifying the proposed conservatee and his or her family of the proceedings. A conservatorship is only established as a last resort through a formal hearing. The Court can appoint the Public Guardian as a conservator of the person only, estate only (for probate), or both the person and estate.
THE OPPORTUNITY:
The current vacancy is within Health Care Agency's Public Guardian Lanterman-Petris-Short (LPS) Unit. The LPS unit responds to referrals from designated acute psychiatric hospitals, local jails, and the Superior Court to investigate persons who may be deemed Gravely Disabled due to a Mental Health Disorder and cannot provide for their own food, clothing, and shelter. The Supervising Deputy Public Guardian is responsible for reviewing and assigning LPS referrals, court order to show cause (O.S.C), administrations, terminations, decedent case administrations, and trust administrations, as well as general supervision of the LPS unit staff. The candidate must also seek and maintain educational credits and professional certification as required by California State Association of Public Administrators, Public Guardians, and Public Conservators.
Other responsibilities of this position include, but are not limited to:
  • Providing oversight and support, as well as inputs to management to streamline case management efforts
  • Managing short and long-term projects to support the efforts of the PG
  • Data analysis of conservatorships and bandwidth expended on conservatorship management efforts
  • Supporting and representing the PG in court, community, and inter-agency functions

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have at least three (3) years of experience working as a Deputy Public Guardian II, two (2) years of experience working as a Senior Deputy Public Guardian, or five (5) years of experience working in a related position.
In addition, the ideal candidate will demonstrate knowledge and experience in the following competencies:
Professional & Technical Experience | Legal & Regulatory Navigation
  • Knowledge of Welfare and Institutions Code, Probate Code, and other laws/regulations regarding conserved individuals
  • Understanding and applying Health Insurance Portability and Accountability Act (HIPAA) and Personal Health Information (PHI) laws and regulations
  • Reviewing and accepting referral for conservatorship in accordance with State code and office practices and procedures
  • Experience reviewing deputies recommendations and authorizing appropriate actions
  • Providing crisis assistance in sensitive and difficult cases
  • Performing reviews of case files to ensure compliance with program and funding source requirements
  • Sharing knowledge about identified trends including inventory and accounting
  • Proficiency in the Conservatorship Information Management System (CIMS)
  • Testifying in court in matters related to conservatees or litigation related to estates and other legal matters

  • Ability to plan assignments, organize case files, and supervise and provide timely performance evaluations for staff
  • Lead with emotional intelligence and to use information to guide thinking and actions

  • Ability to adapt quickly to changes in office policies as well as within the law and appropriately train staff on the changes

  • Planning outcomes of long-term and short-term projects, and delegation of duties and tasks to assigned staff
  • Reviewing and following up on action items and deliverables
  • Engaging with resources outside of the unit and/or department for project enhancements
Oral Communication | Writing | Informing Skills
  • Effective oral and written communication skills in both formal and informal settings
  • Acting as a liaison, consultant, and educator to community Agencies, and County contracted providers
  • Presenting ideas and complex materials clearly, concisely, logically, and persuasively
  • Ability to consult with County Counsel to interpret sections of State codes, laws, and regulations pertaining to Public Guardian program matters

Eligible List: Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
