Job description

The City of Sacramento requires all newly appointed employees to be fully vaccinated against COVID-19 as a condition of employment. Candidates seeking an accommodation from this requirement will be considered on a case-by-case basis.

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the State of California with the ability to report to Sacramento-based physical worksites daily if required.

IDEAL CANDIDATE STATEMENT

The City of Sacramento is seeking an experienced, certified Architect, to lead the Architectural Section in the Facilities Division of the Department of Public Works. The Architectural Section provides design services and project management for major repairs and remodels of existing buildings and the construction of new governmental facilities. Successful candidates will have architectural experience for a variety of building types. Experience with governmental facilities, such as libraries, community centers, corporation yards, police facilities, fire stations and office buildings are desirable. This is a supervisory level position, requiring the ability to oversee staff, consultants, and projects. A thorough understanding of all applicable codes, and all aspects of building design is required, from programming, design development, to permitting, bidding and construction.

Under direction, the Supervising Architect supervises professional and technical staff performing professional architectural and engineering work for a major unit of the Public Works Department; prepares architectural and engineering studies and reports; assists in development and implementation of goals and policies; supervises and assists in preparation of budgets and capital improvement programs.

DISTINGUISHING CHARACTERISTICS

This is a single-position supervisory classification. The Supervising Architect supervises architectural and engineering projects within a specific section of the Public Works department or support projects of other sections or departments. Incumbents provide technical expertise within a specific architectural discipline. The Supervising Architect is distinguished from the Senior Architect in that the former manages broad professional architectural categories while the latter performs complex architectural work and supervises a project team. Supervising Architect is distinguished from Principal Engineer in that incumbents of the latter classification have broader responsibility for multiple disciplines and programs or projects.

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by a Principal Engineer. Responsibilities include the direct and indirect supervision of professional, technical, clerical, and consulting staff.- Supervises, trains, and evaluates professional and technical subordinates; provides technical advice and assistance to staff; selects and supervises the work of contractors; supervises the development of plans and estimates for construction and major repair of public works systems; supervises and participates in the preparation of special architectural studies and reports.
- Assists in the development and implementation of goals, objectives, policies, and priorities for an architectural unit; assists in the preparation and administration of unit budget; supervises and participates in the preparation of capital improvement programs and budgets.
- Confers with supervisors and assistants regarding project priorities and progress; participates in planning, progress and design review meetings; provides technical assistance to resolve barriers to completion; negotiates contractor claims.
- Reviews and approves architectural and engineering drawings, work orders, consultant and related bills and purchase orders; prepares and monitors consultant agreements, reviews new and proposed laws, regulations, codes, methods, materials and technique for application to projects; develops and implements procedures, standards and systems.
- Serves as staff to a variety of City commissions, boards, and committees on architectural matters; coordinates architectural activities with other City departments, divisions, and sections, and with outside agencies; makes presentations to Council Members and responds to their questions and concerns; meets with community groups, business leaders and other interested parties regarding projects and concerns.
- Performs other or related duties as assigned.Knowledge of:

- Principles and practices of the assigned area of architecture engineering.
- Methods and techniques used in the design and construction of a variety of public works projects.
- Modern developments, current literature, and sources of information regarding the assigned area of architecture and engineering.
- Applicable Federal and State laws and regulations.

- Establish and maintain effective working relationships with management and subordinate staff, and with diverse internal and external resources.
- Communicate effectively, verbally and in writing.

EXPERIENCE AND EDUCATION

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Six years of broad and varied government architectural experience including four years at a level equal or higher than the Sacramento City class of Senior Architect. Ideally, such experience should have been gained in a large (population 250,000 or higher) metropolitan jurisdiction.

Education:

A Bachelor's degree from an accredited college or university with major coursework in an architectural discipline related to the area of assignment.

PROOF OF EDUCATION

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

SPECIAL QUALIFICATIONS

Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Certifications:

Possession of a Certificate of Registration as a professional architect in the State of California.
