Summary
Protect public health and safety and the common defense and security by professionally evaluating the individual and recommending appropriate education/treatment, follow-up tests, and aftercare. Responsible for evaluating individuals who have violated the Substance Abuse provisions of a Fitness for Duty (FFD) policy and makes recommendations concerning education, treatment, return to duty, follow-up drug and alcohol testing and aftercare. Responsible for developing, coordinating, implementing and administering 10 CFR Part 26 Substance Abuse Expect (SAE) responsibilities. Directs and supervises the Personnel Access Data System (PADS) administrator regarding Follow Up activities. Manages the FFD staff regarding the collection of monthly statistics, identifies trends and program usage. Manages monthly ACAD review for the Behavior Observation Program.
Minimum Requirements
Requires a licensed physician, or licensed or certified social worker, or a licensed or certified psychologist, or a licensed or certified employee assistance professional, or an alcohol and drug abuse counselor certified by the National Association of Alcoholism and Drug Abuse Counselors Certification Commission or by the International Certification Reciprocity Consortium/Alcohol and Other Drug Abuse. Demonstrated knowledge of and experience in the diagnosis and treatment of alcohol and controlled Substance Abuse disorders, knowledge of the SAE function as it relates to the public's interests in the duties performed by the individuals who are subject to this subpart. Nuclear requirement: Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. This is a condition of employment at PVNGS. Roles and Responsibilities defined in Policy 1503 and implementing policy guide are applicable to all PVNGS employees. Any PVNGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities.
This position may require access to and/or use of information subject to control under the Department of Energys Part 810 Regulations (10 CFR Part 810), the Export Administration Regulations (EAR) (15 CFR Parts 730 through 774), or the International Traffic in Arms Regulations (ITAR) (22 CFR Chapter I, Subchapter M Part 120 ) (collectively, U.S. Export Control Laws). Therefore, this position requires applicants to be a U.S. person, which is defined as a U.S. Citizen, a U.S. Lawful Permanent Resident (i.e. 'Green Card Holder'), a Political Asylee, or a Refugee under the U.S. Export Control Laws. All applicants for this position will be required to confirm their U.S. person status. All information collected in this regard will only be used to ensure compliance with U.S. Export Control Laws, and will be used in full compliance with all applicable laws prohibiting discrimination on the basis of national origin and other factors.
Major Accountabilities
1) Makes determinations of fitness in at least the following three circumstances; when potentially disqualifying FFD information has been identified regarding and individual who has applied for authorization under this part, when an individual has violated the Substance Abuse provisions of a licensee's or other entity's FFD policy; and when an individual may be impaired by alcohol, prescription or over the counter medications, or illegal drugs.
2) Serves as a referral source after determining the best recommendation for assisting the individual to assist the individual's entry into an education and/or treatment program.
3) Develops treatments plan and monitors compliance.
4) Functions as administrator and site expert for Fitness for Duty Substance Abuse program.
5) Designs and implements necessary policies/procedures to ensure site compliance with governing entities.
6) Leads staff.
7) Provides indirect leadership to Fitness for Duty team to ensure overall program's success and compliance.
8) Maintains documentation showing that he or she currently meets all requirements of this section and supplies this documentation on request to NRC representatives, licensees, or other entities that are relying on or contemplating relying on the SAE's services, and to other individuals and entities, as required by 26.37.
