You will serve as a SUBMARINE PRODUCTION MANAGER in the Mechanical Shop (Code 930) Production Resources Department Manager (Code 901), Production Resources Department (Code 900), of NORFOLK NAVAL SHIPYARD.Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience applying applying broad range of ship repair project planning, integration, scheduling and execution strategies directly related to the repair/overhaul/conversion work on a Submarine with differing requirements.
- Experience applying understanding of the practices and techniques of scientific management (work flow, plant layout, time and engineered work standards, work simplification, safety), productions control (requisitioning, storage, delivery, inventory and material handling), cost control (direct labor, material costs, equipment costs, and Shipyard operations overhead costs) and budget control and personnel management.
- Experience utilizing Submarine platforms (SSN, SSBN, etc.), engineering and propulsion systems, interrelationships between systems, and their operating requirements.
- Experience providing knowledge of industrial production operations, principles, practices, organizations, facilities, equipment and manufacturing processes In-depth knowledge of production operations, processes, and procedures in all types of skilled trades shop work associated with the shipbuilding/repair industry.
- Experience applying a variety of submarine operations and practices sufficient to provide interface recommendations for dealing with cranes and other services for non-shipyard activities.
- Experience comprehending complex, interrelated or not fully defined jobs (e.g., engineering in.stmctions, job summaries, technical information files, ship alteration instructions, field change instructions, technical manuals, and drawings), conduct analysis, and assessment, draw conclusions and make recommendations for work breakdown and interface identification.
- Experience communicating effectively both orally and in writing with senior military and civilian personnel, zone managers, supervisors and production shop personnel.
- Experience understanding effective labor relations and personnel management programs, Equal Employment Opportunity policies and programs, safety/OSHA requirements, Hazardous Waste management and other similar programs that promote effective labor relations among shop personnel, safety and morale.
