Amentum is currently seeking an entry level Subcontracts Administrator to support its INTERNATIONAL DEVELOPMENT & CAPACITY BUILDING portfolio and government anti-terrorism programs. This position will be located at the Headquarters in Arlington, VA (Courthouse).

This individual will be responsible for cradle to grave procurement support to include managing all consulting agreements and contributing support to the execution of program material purchases and service subcontracts. With the use of Costpoint ERP and Amentum proprietary systems, the individual will independently manage the onboarding and contract issuance to a diverse portfolio of independent consultants to support internal and external consultancy needs. Customers include Department of Justice, Department of State, and PAE Business Development. SCA I takes ownership of all compliance and processes implemented with Independent Consultant subcontracts and purchase orders. Subcontract management includes proactive and collaborative responses to fluid customer requirements on Independent Consultant before and during international deployments. This position relies heavily on interpersonal skills as the SCA interacts with Independent Consultants and internal customers daily. The SCA balances customer requirements, internal requests to create solutions.

The Individual is: Adept with technology, a rapid learner, solution-oriented, patient, a self-starter, with strong interpersonal skills.

The Individual preferably has: Customer service experience, ERP knowledge, interest in international affairs, and a supply-chain background.

Primary responsibilities also include:

· Under close supervision; assists in the preparation and administration of subcontracts, task orders and subsequent amendments consistent with client requirements government regulations and procurement policies/procedures.

· Cradle to grave management of all program Independent Consultant Agreements and corresponding databases.

· Prepares and conducts negotiations on terms and conditions. Performs price analysis and conducts negotiations on price and price related terms and other subcontract provisions.

· Responsible for keeping management informed of the deliverables and payment of invoices.

· Learns subcontract standards, plans and policies.

· Maintains contact with staff to keep them informed of the performance of subcontract negotiation, preparation and monitoring.

· Disseminates information to appropriate employees regarding subcontract status, compliance, modification, deviation, negotiation and termination.

· Performs all PO and subcontract close-out duties per the Federal Acquisitions Regulations and company policy.

· Prepares solicitation documentation for acquisitions to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement. Interprets Subcontract requirements for Proposal Management Team.

· Negotiates Teaming Agreements (TA) and Non-disclosure Agreements (NDA) with selected teammates, vendors and consultants

· Consults with PAE technical staff, and resolves matters of disagreement between PAE and the potential subcontractor.

· Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.

· Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.

· Prepares price and/or cost analyses using techniques other than adequate price competition as appropriate.

· Prepares written reports, letters, and memoranda required for internal and external distribution.

Qualifications/Knowledge/Skills

· Bachelor's degree in related discipline

· 0-5 years of experience with directly related experience in the government or contracting environment preferred

· A combination of education and experience may be considered to satisfy the above qualifications

· Experience working in an approved contractor purchasing system environment is preferred

· Direct experience with the contractor purchasing system review (CPSR) process is desired

· knowledge of Federal Acquisition Regulations is highly preferred.

· Specific Skills: Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio and Projects. Costpoint experience is highly desired.

· Other Requirements: Minimal travel may be required, CONUS or OCONUS locations. Such locations may be considered austere
