See Additional Information section for more information on duty stations.Qualifications: This is a career development, Excepted Service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements and show continual progression toward meeting the stated anticipated date.
To be eligible for the Pathways Internship Program, an applicant must:

  • Be at least 16 years of age or older for a non-arduous or non-hazardous duty position.
  • Be a student enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in a qualifying accredited educational institution (technical or vocational school, 2- or 4-year college or university, graduate or professional school) on a full- or half-time basis.
  • Must maintain a cumulative GPA of a 2.5 or higher and be in good academic standing with the educational institution (documentation showing current GPA is required).
  • Enter into a written agreement (Pathways Internship Participant Agreement).
  • Provide an unofficial/official certified school transcript and/or proof of enrollment.
In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume.
Specialized Experience: Applicants must possess one (1) full year of creditable specialized experience equivalent to the GS-4 grade level. This experience includes knowledge of administrative support processes and procedures, ability to use computer systems for the input, scheduling, or tracking of data, and the ability to communicate orally and in writing.
OR Education: Applicants may substitute education for the experience required for the GS-05 level. Four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR Combination of Education and Experience: Applicants may also combine education and experience to qualify at the GS-05 level. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Transcripts must be provided with your application packet.

Conversion Qualifications: This is a career development, excepted service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements and show continual progression toward meeting the stated anticipated date.
The agency may noncompetitively convert a Career/Indefinite Intern who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Intern meets all agency program requirements and the Office of Personnel Management (OPM) Qualification Standards for the target occupational series at the time of completing all education requirements.
If converted to a permanent or term appointment, the anticipated target position will be a Land Law Examiner with full performance level (FPL) of GS-11; however, the target position and FPL may change based on the need of the organization at that time.
To be eligible for conversion, an Intern must:
  • Be a United States citizen.
  • Complete at least 640 hours of work experience acquired through the Program while enrolled as a half- or full-time degree- or certificate-seeking student.
  • Complete a course of academic study, within the preceding 120-day period, at a qualifying educational institution conferring a diploma, certificate or degree.
  • Meet the qualification standards for the position to which she or he will be converted.
  • Receive a favorable recommendation by an official of the agency or agencies in which she or he served; and
  • Meet agency-specific requirements, as specified in the Participant Agreement.
CAUTION FOR STUDENTS IN THEIR FINAL YEAR: Graduating students who are not subsequently enrolled in another program may not meet the work-hour requirements prior to graduation and may be ineligible to convert to a career or career-conditional appointment.
Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.
Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance. In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640-hour requirement. Time spent under previous Internship Program appointments may count towards required work. This position has eligibility to be converted to a term or perm appointment in the competitive service. Interns must meet the qualification requirements for the position to which converted. If converted to a permanent or term appointment, the anticipated target position will be a full performance level up to a GS-11, the target position and full performance level may change based on the need of the organization at that time. Interns must meet the qualification requirements for the position to which converted. Extensions: This appointment may be extended without further competition based on the need of the organization for the work to continue and provided the individual continues to meet the eligibility requirements.Education: You must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university.
