The Street and Utility Division Superintendent reports to and is supervised by the Director of Public Works. This position is responsible for planning, organizing, and implementing the maintenance of the City's right of ways, infrastructure, underground utilities, and City owned property. The Superintendent supervises Street Division & Utility Division employees. In addition, this position is responsible for the Street Division & Utility Division annual budgets, as well as assisting in special City projects and operations.
Job Duties
General:
  • Supervise Street Division and Utility Division personnel including scheduling, performance, time and attendance, discipline, and professional development.
  • Provide strategic planning and scheduling of Street and Utility projects.
  • Perform program management duties for all Street and Utility programs.
  • Work Order processing, assignment, closeout, and monitoring of progress in the field.
  • Assist with the management of the City's Geographic Information Systems (GIS) programs.
  • Provide continuous safety training and a safe working environment.
  • Interview, make hiring recommendations and perform employee evaluations.
  • Administer the Union contract for all contract employees.
  • Perform duties and tasks of any employee unable to work.
  • Coordinate the creation of memos, reports and project research with the Administrative Analyst.
  • Coordinate and supervise Public Works' employees for snow removal operations.
  • Prepare Street Division and Utility Division operating budgets.
  • Analyze account spending and maintain budget.
  • Determine equipment needs and research pricing.
  • Work with the Director of Public Works to incorporate projects into the Street Division and Utility Division budgets.
  • Perform miscellaneous duties as assigned.

Supervise the maintenance of the right of way and infrastructure:
  • Responsible for planning and supervising the maintenance of streets, curbs, sidewalks, landscaping, sanitary sewers, drainage, mowing, sweeping, clean up, creek cleaning, tree removal, snow removal, regulatory and informational signs, traffic signals, street lighting and street striping.
  • Responsible for location and maintenance of storm sewers.
  • Review with crew leaders right of way and infrastructure maintenance jobs and detail work to be completed and discuss how to perform the work as needed.
  • Monitor all street related projects and storm sewer projects that are under contract.
  • Inspect and assess the right of way and infrastructure to determine repair and replacement needs.
  • Maintain a state of readiness in the Street Division and Utility Division with regard to emergency response.
  • Respond to citizen complaints involving the City's right of way and/or infrastructure.

Supervise maintenance of the water distribution system & sanitary sewer collection system:
  • Responsible for planning and supervising sanitary sewer cleaning & televising, water valve exercising, fire hydrant painting and maintenance, and fire hydrant flushing.
  • Review with crew leaders the utility infrastructure maintenance jobs and detail work to be completed and discuss how to perform the work as needed.
  • Monitor all underground utility related projects under contract.
  • Inspect and assess distribution & collection infrastructure to determine repair and replacement needs.
  • Maintain a state of readiness in the Utility Division with regard to emergency response including water main breaks and sewer backups.
  • Respond to citizen complaints related to sanitary sewer collection and water distribution matters.

Supervise special projects and events:
  • Interact with the Chamber of Commerce, Merchants Associations and business owners.
  • For each special project, determine the required personnel, materials and equipment.
  • For revitalization projects, provide constant on-site supervision.

Employ contractors to complete projects and contracted operations:
  • Employ and schedule contractors to carry out daily projects and to handle emergency situations.
  • Specify project and contract requirements to contractors.
  • Monitor contractor's work to ensure the proper completion of all project specifications.

Qualifications
General:
  • This position requires a minimum of an Associate's degree in Civil Engineering, Construction Management, Public Administration or an equivalent combination of education and experience.
  • Seven (7) years of experience in street maintenance, construction, or utility experience. Minimum of five (5) years supervisory experience with demonstrated leadership ability. Minimum of five (5) years project management.
  • State of Illinois Class D Water Operator Water License or greater
  • IEPA Wastewater Collection System Operator License or greater
  • Possession of a Class "A" CDL Driver's License with air brakes and tanker endorsements, or the ability to obtain within six (6) months.
  • Must maintain a good driving record.
  • Pass all pre-employment tests and examinations.

Knowledge:
  • Knowledge of the City of McHenry, City operations, and the community to effectively provide service to residents.
  • Knowledge of public/municipal finances and purchasing guidelines.
  • Knowledge of IEPA standards and guidelines, OSHA and MSDS requirements as they affect operations.
  • Knowledge of health and environmental issues as they affect operations.
  • Considerable knowledge of MS Office, GIS, and other software necessary to perform job.
  • Considerable knowledge of road maintenance techniques.
  • Considerable knowledge of heavy equipment.
  • Considerable knowledge of supervisory techniques.
  • Knowledge of conflict resolution techniques.

Skills and Abilities:
  • Ability to interact positively with residents, other City employees, external contacts and/or the public.
  • Ability to develop and exercise safe work habits and follow proper safety practices.

Work is performed indoors and outdoors. Hand-eye coordination is necessary to operate various pieces of office equipment and computers. While performing the duties of this job the employee is frequently required to walk, sit, talk, hear, lift up to 20 pounds, use hands and fingers to handle or feel objects, tools or controls. The employee is often required to reach with hands and arms; climb, kneel, crouch, crawl and bend. The employee is required to lift up to 20-50 pounds and occasionally lift 50+ pounds.
While performing the duties of this job, the employee often works in outside weather conditions including rain, snow, smoke, noise, odors, toxic agents, extreme heat and cold, wind, bright sun and other elements of nature. While performing the duties of this job the employee is frequently exposed to dim and bright light, dust, toxic agents, heavy machinery and disease. The employee is often exposed to noise, vibration, humidity. Seasonally the employee is exposed to heat and cold.
