This position is also eligible to receive:

Essential Duties & Responsibilities:
  • Provides supervision, oversight, leadership, and logistic support to operational personnel. Oversees employee training, assignment, review and planning of others' work, and makes recommendations regarding employee hiring, disciplinary actions, and salary increases as appropriate. Collaborates with Street Operations Superintendent to implement performance standards and ensure customer service-oriented delivery.
  • Serves as snow and ice control operations manager, overseeing the snowplow program for the Town.Schedules drivers and manages plow operators for Streets Division crew and other Town divisions and departments. Coordinates with snow managers in other departments to schedule appropriate responses to inclement weather. Coordinates Emergency Response during snow events and in the absence of the Superintendent and Division Manager as assigned.
  • Plans and schedules all maintenance work within assigned region. Coordinates with Superintendent, other Regional Supervisors and representatives from other Town departments when working on shared or consecutive projects.
  • Performs onsite inspections of transportation infrastructure maintenance operations and projects. Ensures projects comply with Town regulations and specifications. Completes documentation summarizing findings and crew activities.
  • Responsible for the ordering of materials and supplies for individual jobs planned in assigned region.
  • Ensures temporary traffic control plans for maintenance activities performed in roadways and shoulders are properly submitted.
  • Ensures underground utility locates are performed for excavation work associated with maintenance operations.
  • Assists with the Division budget, plans projects, estimates costs, and prepares invoices.
  • Assists Superintendent and Division Manager in plan review for both capital and maintenance projects.
  • Oversees the mobilization and demobilization of supplies, equipment, and crews. Oversees job site set up and work completion in accordance with safety, quality, and performance standards and procedures.
  • Ensures quality of work performed by maintenance crew.
  • Oversees and conducts training of crew on equipment operation and asset management program. Schedules crew training through LTAP and other applicable agencies.
  • Ensures quality of data entered by crew and opening/closeout of work orders and stakeholder requests. Oversees crew use of asset management software.
  • Responds to internal and external complaints and inquiries regarding Street Maintenance practices, programs, and policies.
  • Attends divisional staff meetings and creates weekly regional planning and productivity reports
  • Serves as acting Street Operations Superintendent as assigned.
  • Shares on-call duty on a rotating schedule in response to on-call team questions, concerns and additional needs.
  • Performs duties of Maintenance Technicians as necessary.
  • Performs other duties as assigned or required.

Minimum Qualifications:
Education: High School Diploma or GED equivalent
Experience: Five (5) years of experience in the operation of medium and heavy equipment in the maintenance and construction field; or any equivalent combination. Prior supervisory experience is preferred.
Licenses and/or Certifications Required:
  • A valid Colorado Driver's license
  • CDOT Flagger Certification
  • A valid Colorado CDL Class A with tanker endorsement
  • American Traffic Safety Services Association (ATSSA) Traffic Control Design Specialist; or the ability to obtain within one (1) year of hire
  • American Traffic Safety Services Association (ATSSA) Guardrail Installer; or the ability to obtain within one (1) year of hire

Knowledge, Skills & Abilities:
  • Ability to perform activities that may involve climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting.
  • Ability to physically access all work sites to perform duties, potentially in any weather and environmental conditions.
  • Ability to operate all equipment and tools including heavy equipment to perform all maintenance tasks including snow plowing and removal. Ability to train others on equipment operation.
  • Ability to effectively use a large number of hand tools and hand held powered equipment.
  • Extensive knowledge of metal cutting, welding, and fabrication.
  • Extensive knowledge of the materials, methods, and equipment utilized in Street Maintenance and operations.
  • Skill in effectively leading others.
  • Skill in effectively assessing crew work quality.
  • Ability to convey information in written, verbal, and electronic form.
  • Ability to follow and provide written and oral directions.
  • Ability to establish and maintain effective relationships with other agencies, employees and the public.
  • Ability to facilitate competing interests with an eye toward collaborative outcomes.
  • Ability to effectively utilize divisional Global Positioning System (GPS) and Operations Management System (OMS) applications as well as other programs such as, Plow Tracker, Cartegraph, and Microsoft Office, etc.
  • Strong planning and organizational skills.
  • Ability to comprehend and communicate technical standards and plans associated with division operations.
  • Ability to apply Town, department, and division standards and policies when supervising maintenance activities.
  • Ability to work a rotating on-call schedule which requires after-hours response as assigned.
  • Extensive knowledge of geography and locations of all different developments within the town limits.

Physical Demands:
  • Moderate to heavy physical work to include lifting 75lbs or less, carrying 75 lbs or less, and pushing and/or pulling 50 lbs or less
  • Ability to physically access all work sites to perform duties, potentially in any weather and environmental conditions
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily outdoors with exposure to all weather conditions
  • Regular exposure to dust, noise, and chemicals

Equipment Used:
  • Heavy equipment common to construction and maintenance
  • Operates vehicles such as dump truck, tractors and/or forklift
  • This position may require the occasional use of personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

Must satisfactorily complete a driving record check and criminal background check prior to commencing employment.
