Job description

Job Summary The Strategic Sourcing Professional supports the procurement and sourcing activities for the entire health system. The Strategic Sourcing Professional must have thorough knowledge of STRATEGIC SOURCING policies, practices, and systems with expertise in more than one commodity or market area. The Strategic Sourcing Professional must be highly skilled in performing analysis using various tools and have advanced negotiation skills. The Strategic Sourcing Professional works independently and pro-actively with decision-making responsibility under the general direction of the procurement manager.
Responsibilities include but are not limited to:

  • Researching, identifying, and evaluating contracting opportunities across multiple categories
  • Negotiate contract prices, terms, and conditions, write and award contract/agreements and perform related analytical and highly technical work
  • Reviews current, revised, and new GPO and/or local purchasing agreements to determine cost benefit to the organization and compliance with internal policies and requirements
  • Develop Request for Quotations/Proposals, manage competitive bidding and contract award activities, perform cost analysis and contract negotiations, develop vendor partnerships and building stakeholder relationships
  • Monitor existing contracts to identify compliance issues, non-contract spends, off-contract spend, pricing discrepancies and work with appropriate parties to resolve
  • Identify and execute sourcing initiatives to drive savings, standardization, and clinical integration
  • Maintain vendor relations and serve as a liaison between vendor and stakeholders
  • Manage short-term projects and/or programs assignments which are often complex in nature
  • Special program/projects duties as required
  • Must demonstrate strong written, verbal, and interpersonal communication skills

Minimum Qualifications
  • Advanced negotiations skills to independently negotiate contracts and pricing with vendors
  • Knowledge of business subjects, such as Purchasing, Business Law, Economics, and Accounting, and analytical skills and demonstrated ability to apply this knowledge to the assigned tasks
  • Advanced knowledge of procurement and contracting, and accepted business practices, together with the ability to apply that knowledge
  • Thorough knowledge of standard procurement procedures and comprehensive knowledge of clinical, physician-preference, med-surg supplies and services
  • Advanced verbal and writing skills to effectively communicate with diverse personalities at all levels while operating in a strong services-oriented environment
  • Organization skills to handle multiple tasks simultaneously and complete projects on time
  • Advanced skills in developing and writing internal practices and instructions
  • Working knowledge of computerized systems and computer-generated data including an MMIS, MS Excel, automated purchasing system or equivalency
  • Analytical skills to define problems, formulate logical solutions, and make recommendations
  • Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals at all levels within the organization to secure and/or provide information to clarify situations, resolve problems, and to foster and promote the goals of the organization
  • Skill in working as part of a team; collaborating with colleagues
  • Skill in working with management to exchange ideas, information and opinions as to formulate policies and programs and/or to arrive jointly at decisions, conclusions or solutions
  • Ability to work under heavy pressure and produce accurate, detailed work
Preferred Qualifications
  • Valid Driver's License and Good Driving Record
  • Associate's degree or higher in Accounting, Finance, Supply Chain Management, or related fields and/or equivalent combination of education/experience in Facilities related contracting and negotiations, STRATEGIC SOURCING, and supply chain management experience within a large diverse strategic procurement environment
  • Prior healthcare experience
  • Must have knowledge of all federal, state and local government regulations pertaining to a variety of University and UCDH operations
Department Description
The Purchasing Department provides centralized procurement services for the acquisition of a wide array of supplies, equipment, and services to support the needs of the health system including UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, and Ambulatory Division including 17 Primary Care Clinics. The Procurement Manager will be responsible for leading a team of procurement and SOURCING PROFESSIONALs to achieve the operational, tactical, and strategic objectives for the department.

  • Salary or Pay Range: $3,076.80 - 5,651.20

Physical Demands and Work Environment
  • Must travel to the UCD/UCDH facilities and vendor locations on department/personnel business
  • Work overtime as necessary to meet established deadlines and/or operational need
  • This position requires participation in the DMV Pull Notice System
