About the Role: The Stormwater Pollution Prevention Specialist position inspects business sites for compliance with King County Stormwater Pollution Prevention requirements; implements enforcement actions as needed to resolve water quality code violations; investigates and troubleshoots surface water quality problems and complaints; and identifies and traces illicit discharges to the stormwater conveyance system and surface waters. The person in this position will also help collect, analyze, and interpret water quality data to assess water quality conditions. The planner in this position generally works independently executing their assigned projects but will also participate collaboratively in components of other programs (e.g., NPDES permit compliance). The successful candidate may have the opportunity to serve on interdisciplinary and interjurisdictional teams addressing environmental and regulatory issues

Work Location: This is predominantly a remote position, with onsite work requirements as informed by business needs. This position reports onsite on the first day of employment for orientation and approximately 3-4 times per month, subject to change based on business needs. Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.
The primary onsite location is King Street Center (201 S. Jackson St, Seattle, WA 98104). This location offers excellent accessibility through multiple mass transit options ensuring convenient and sustainable commuting. - Inspect commercial and multi-family residential properties to assess and gain compliance with King County's Water Quality Code, applying and interpreting best management practices (BMPs) from the Stormwater Pollution Prevention Manual.
- Conduct Pollution Prevention Assistance visits, incorporating evaluations of dangerous waste storage and handling in addition to water quality inspections (https://ecology.wa.gov/Regulations-Permits/Guidance-technical-assistance/Pollution-prevention-assistance).
Investigate field concerns related to surface water and stormwater quality, proposing resolutions to identified problems.
Draft correspondence specifying required BMP implementation and prepare technical reports supporting water quality violation cases.
Assist in collecting, analyzing, interpreting, and presenting water quality data, identifying spatial and temporal differences, correlations between parameters and other factors, and making comparisons to water quality criteria.
- One year of experience conducting Pollution Prevention site inspections. This position requires excellent communication and negotiation skills with businesses and property owners, other King County departments, regulatory agencies, and the public and dealing with business operators and members of the public in a professional capacity
- One year of experience collecting water samples in creeks, streams, and stormwater conveyance systems.
- Demonstrated knowledge of source control BMPs.
- Demonstrated ability to communicate technical information clearly and concisely, both in writing and orally, to peers, customers, management, and the general public
- Demonstrated knowledge of local, state, and federal laws and regulations relevant to the programs and type of work described for this position, including the Clean Water Act, water quality standards, NPDES permit program, and King County Water Quality Code
- A valid Washington State Driver's License
- Knowledge and understanding of stormwater conveyance systems, flow control facilities, water quality treatment facilities, and pollution control BMPs.
- Knowledge of hazardous/dangerous waste regulations.
- Experience in responding to and investigating water quality complaints.
- Experience in enforcing codes or regulations.
- Experience in effectively working with communities where English is a second language.
Physical Requirements:
- Ability to safely open and close manhole and catch basin lids and carry associated equipment (50 pounds).
- Ability to carry equipment (25 pounds) over uneven ground to sampling sites.

Work Schedule:This position is covered under the provisions of the Fair Labor Standards Act (FLSA)-Exempt and is not overtime eligible. This full-time position works a 40-hour work week. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday, with flexibility upon discussion. Occasional meetings outside of normal work hours may be required.
