Job description

Under the general direction of the Demand Forecasting Unit Supervisor and Chief Forecaster, the incumbent performs at the advisor level and serves as a top subject matter expert on statistical analyses at a high degree of independence, initiative, and judgement. The incumbent serves as a prime resource for the EAD's deterministic and probabilistic Hourly Electricity load profiles based on components of the California energy demand forecast. The incumbent will work on high-profile projects to acquire, analyze, and disseminate data on sensitive program issues. The incumbent conducts a higher degree of broad analytical and comprehensive work requiring specialized expertise and a diverse set of skills. The incumbent may serve as a liaison for divisions and units.
The Demand Analysis Branch has primary responsibility for collecting data, producing analyses, and providing policy expertise on a range of energy demand issues, focusing on electricity and natural gas demand forecasting.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. Work hours beyond the eight-hour workday or forty-hour workweek may at times be required. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Department Information The CEC was established by the Legislature in 1974 to address energy challenges facing the state. The California Energy Commission seeks to one Research Data Specialist III position in its Demand Forecasting Unit within the Demand Analysis Branch of the Energy Assessments Division. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1) Experience with probabilistic statistical techniques such as Monte Carlo Simulation and Bayesian statistical modeling.
2) Experience with programing/coding in Python, R, SAS, or similar programs, and experience with spreadsheet and/or database software, such as Microsoft Excel.
3) Experience with building, maintaining, and/or using computational models in analysis.
4) Familiarity with Electricity Demand forecasting methods.
5) Familiarity with climate change data, such as the Cal-Adapt products.
6) Ability to work independently on projects with varying priorities toward the production of timely, quality work products.
7) A demonstrated ability to productively collaborate and exchange ideas with individuals whose analysis may represent difficult conclusions or contrary opinion.
8) Ability to professionally represent the Division in meetings and/or workshops with other state agencies, utilities, and other stakeholders.
9) Excellent interpersonal and organizational skills, and at times dealing with competing work priorities and deadlines.
10) Excellent written and oral communication skills. Ability to effectively communicate with others. Ability to effectively write, review, and edit technical program information. Ability to gather, compile, analyze,interpret and communicate written and numerical research data.
