Job Summary
The Oregon State University Division of Extension and Engagement and its Extension 4-H Youth Development program is seeking a Statewide 4-H Volunteer Manager. This is a full-time (1.0 FTE), 12-month, professional faculty position.
The Extension 4-H Volunteer Manager is a member of the Extension 4-H Leadership team providing statewide guidance to all 4-H faculty and staff in the area of volunteer recruitment and management as well as serving as the 4-H Youth Development International Programs coordinator. As a member of the Extension 4-H Leadership team, this individual has responsibility for implementing strategy and collaborates with the Director of 4-H on setting priorities.
The 4-H Volunteer Program Manager engages and supports over 3,400 volunteers across 36 counties and the Confederated Tribes of Warm Springs. They also work with and advise 36 local 4-H County associations who are comprised of volunteers. This Extension 4-H Volunteer Manager works to create a volunteer delivery system for OSU 4-H, providing an orderly process for coordinating and overseeing the work of volunteers and their partnerships with staff. The system would include both volunteer development (educating and empowering volunteers to assume or accept service or leadership roles) and volunteer management (organizational operation oversight for the utilization of volunteers to achieve organizational goals by individuals who manage and control programs, resources and inputs), leading to the engagement of volunteers and providing program sustainability.

OSU Extension Service engages the people of Oregon with research-based knowledge and educational programming that strengthens communities and economies, sustains natural resources, and promotes healthy families and individuals. The mission of the OSU 4-H Youth Development Program (4-H Program) is to provide young people with intentional, high quality learning experiences statewide that promote positive interactions with adults and peers, sustained and active participation across time, opportunities to make meaningful contributions to the world around them. Youth programming also focuses on reducing the opportunity gap in populations of Oregon youth.
The mission of positive youth development is accomplished through the work of volunteers, youth, community members, and professionals who organize and conduct learning experiences in club, group, community, and family settings. The 4-H Youth Development Program is fortunate to have the assistance of the many individuals who volunteer their services to help the program accomplish its mission. Volunteer participation benefits the program and can be rewarding to the volunteers.
Purpose
This Extension 4-H Volunteer Manager is expected to possess expertise in positive youth development principles as applied to the areas of volunteer development and adult learning. The Extension 4-H Volunteer Manager is responsible for the statewide oversight, support, and expansion of all volunteer services and activities and assists over 45 County 4-H faculty in identifying, understanding, and complying with the requirements of the volunteer program and effectively managing the risks and requirements in all Oregon counties. Therefore the 4-H Volunteer Manager is an integral part of the Statewide 4-H Leadership team.
This Extension 4-H Volunteer Manager also coordinates the Statewide 4-H International programs. Volunteers are an integral part of OSU 4-H International programs.

What You Will Need
  • Bachelor's degree in youth development, volunteer development, education, leadership development, family sciences, organizational management, communications, or a closely related field.
  • Demonstrated experience in managing volunteer-led programs, with experience working and/or volunteering with 4-H Youth Development programs.
  • Excellent oral communication, written communication, and facilitation skills.
  • Experience with problem solving and conflict resolution.
  • Experience with building and maintaining positive community relationships.
  • A commitment to promoting and enhancing diversity, equity, and inclusion, and ability to successfully engage with diverse populations in a culturally responsible manner.
  • Demonstrated ability to design, promote, implement, and evaluate youth and adult development programs based on experiential learning principles.
  • General knowledge and ability to use computers, including proficiency with information technology, professional office software and collaborative work platforms.
  • Ability to learn and adapt to using multiple forms of digital communication systems, including websites, email newsletters, social media, and other tools in a changing technological environment.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
What We Would Like You to Have
  • Bilingual (English and Spanish) and ability to engage Spanish-speaking audiences through the utilization of bi-literate and bicultural skills.
  • Experience generating curriculum and resource materials.
  • Understanding of current trends and research in volunteerism.
  • Demonstrated knowledge or experience in youth safety and risk management.
  • Evidence of successful team management while occupying a supervisory role.
  • Demonstrated ability incorporating use of web, social media, newsletter or other digital technologies in program development or outreach activities to achieve goals.

Working Conditions / Work Schedule
Travel is required to develop internal and external partnerships throughout the state; and to onboard, train and support volunteer management throughout the state of Oregon.
The primary work location for this position is the OSU Extension 4-H Youth Development Program office on OSU's campus in Corvallis, Oregon. An alternative work location within the State of Oregon may be considered as part of negotiations and would include periodic reviews for continuation of arrangement.
