What is the role
Shell Renewables and Energy Solutions (Shell) is seeking to build a portfolio of commercially attractive offshore wind assets with significant scale and close links to power trading and marketing, which increasingly includes energy supply for the hydrogen value chain. The team is uniquely positioned to support Shell's Powering Progress strategy through offering more and cleaner energy solutions to customers and energy transition target of net zero emissions by 2050.
The Offshore Power Americas team in Shell Renewables and Energy Solutions (RE&S) is responsible for regional growth and deliverability of the offshore wind portfolio in North, Central, and South America. Included as part of the portfolio are Shell joint venture partnerships - SouthCoast Wind LLC and Atlantic Shores Offshore Wind LLC. The successful scaling and continuation of development of the offshore wind business requires smart and informative shaping of regulatory frameworks across the Americas to support the safe and responsible development, construction, operation, and eventual decommissioning of Shell's offshore wind portfolio. This role is unique opportunity to help deliver Shell joint venture project and support new business opportunities in Shell's offshore wind portfolio. As a Shell employee supporting a joint venture, the successful candidate will report to both the Head of Regulatory Affairs, Offshore Power Americas, and the joint venture's Permitting and Environmental Manager under the Development Director.
The candidate in this role will focus on Atlantic Shores' efforts in New Jersey. The State Permitting Lead is responsible for leading supporting the strategic development and management of permitting strategy and associated activities in the state of New Jersey necessary to successfully advance Atlantic Shores' portfolio of offshore wind energy projects.
As the Atlantic ShoresPermitting Lead for New Jersey, you will work closely with the Permitting Manager at Atlantic Shores and the rest of the Development Team, the Technical and the Commercial Teams, to progress efforts associated with all aspects of the Atlantic Shores portfolio of projects interconnecting and/or developing infrastructure within the state of New Jersey. This ranges from delivering strategy on State Permitting and executing permit delivery for all projects in New Jersey. As the New Jersey State Permitting Lead, you will also support Atlantic Shores efforts in technical strategy and delivery, including but not limited to ports and electrical transmission infrastructure. You will also build and strengthen relationships with key stakeholders and liaise with State and local government organizations on permitting and compliance monitoring for Atlantic Shores activities within the state.
The State Permitting Lead will assist with all aspects of environmental and permitting services pertaining to Atlantic Shores, supporting general project development including contributing to a proactive health, safety, security and the environment (HSSE) approach, while recognizing and managing risks over the full lifecycle of the asset. The State Permitting Lead will report to the Atlantic Shores Permitting Manager, and will be extensively responsible for developing the strategy and leading the preparation of permits, siting studies, and other related activities required for State of New Jersey permit applications including but not limited to the following: the Coastal Area Facility Review Act, Waterfront Development, Freshwater Wetlands Protection Act, Flood Hazard Area Control Act, Tidelands, Highlands Water Protection and Planning Rule, and New Jersey Pollution Discharge Elimination System. The New Jersey State Permitting Lead will represent Atlantic Shores in engagements with State and local agencies and manage state permit risks and opportunities on behalf of Atlantic Shores. The New Jersey State Permitting Lead will support the Federal Permit Leads in the development of one or more federal permits and consultations associated with Constructions and Operations Plans (COPs) in accordance with guidelines from the Bureau of Ocean Energy Management (BOEM). The State Permitting Lead will also support Atlantic Shores efforts to bid in New Jersey Offshore Wind Solicitations and deliver on environmental fisheries commitments to the State for existing and future procurements.

Atlantic Shores Offshore Wind, LLC (Atlantic Shores), a 50:50 partnership between Shell New Energies US and EDF Renewables. Atlantic Shores is comprised of purpose-driven professionals dedicated to delivering its 5+ gigawatt offshore wind portfolio, strategically positioned to meet the growing demands of multiple east coast markets including New York and New Jersey.
Atlantic Shores has three offshore wind energy lease areas totaling more than 262,000 acres under active development and is the largest offshore wind project in the State of New Jersey and the third largest project awarded in the United States. Construction for Project 1 will begin in 2024 and first power is expected in 2027. Project 1 will generate enough clean energy to power more than 700,000 homes and bring $848 million in guaranteed local economic benefits to the state.

Responsibilities:
Lead permitting & support general project development for Atlantic Shores

  • Supporting the design and permitting of project site characterization activities on and offshore
  • Supporting on and offshore facility siting; leading the preparation of siting studies required for permit applications and stakeholder engagement; representing Atlantic Shores with state and local agencies and stakeholders
  • Leading federal, state/provincial, and local permit applications

Other Tasks will include:
  • Setting and leading progress on state/local permitting milestones for scope, schedule, and budget for all project permitting tasks and ensure milestones are met
  • Communicating with shareholders on non-technical regulatory, permitting and environmental risks to the Atlantic Shores portfolio
  • Perform technical checking and initial approval of certain work products produced internally and/or externally
  • Collaborate directly with other technical groups within Atlantic Shores and/or parent companies - EDFR and Shell - to complete multi-disciplinary deliverables
  • Prepare or coordinate proposals and bids
  • Solicit and manage environmental contractors
  • Give technical presentations and participate in panel discussions at industry workshops and conferences
  • Reporting to the Atlantic Shores Development Director

Supporting Shell Offshore Wind Americas portfolio
  • Support and help to shape Shell's regulatory affairs strategy for offshore wind
  • Support Shell Offshore Power Americas portfolio growth
  • Provide mentoring and growth opportunities for permitting teams in Shell Renewables and Energy Solutions
  • Share expertise to help guide Shell's Offshore Power global portfolio growth

Supervision of Others:
1-2 direct reports possible in the future
Requirements:
  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Bachelor's degree in a relevant field, such as marine biology, marine ecology, land use planning, environmental science/engineering, or environmental law/policy, or a related field, is required.
  • Minimum of 5+ years of experience leading or supporting the permitting of energy or other major infrastructure projects in the State of New Jersey or experience working for the State of New Jersey
  • Experience leading or overseeing environmental assessments and siting studies for State of New Jersey permit applications including but not limited to the following: the Coastal Area Facility Review Act, Waterfront Development, Freshwater Wetlands Protection Act, Flood Hazard Area Control Act, Tidelands, Highlands Water Protection and Planning Rule, and New Jersey Pollution Discharge Elimination System.
  • Experience with projects under the jurisdiction of New Jersey state and local agencies
  • Experience leading multi-disciplinary teams as project manager and/or director
  • Outstanding interpersonal oral and written communication, presentation skills required
  • Highly motivated, self-starter, ability to work well with others and be a good team player
  • High energy, self-motivated, collaborative individual
  • Ability to work in a multi-cultural context and a fast-paced JV environment
  • Strong attention to detail and high degree of organizational skills

Physical Requirements:
Ability to travel every month to an Atlantic Shores or parent office for 3-5 days at a time.
Working Conditions:
75% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. Approximately 25% of the time is spent on site overseeing survey work as needed or meeting with contractors, in offsite workshops or visiting other Atlantic Shores or parent offices, or training.
The base salary range for this position is $122,000.00 - $182,000.00 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.
