Cimarron is currently seeking Startup Managers to support a large Engineering, Procurement and Construction (EPC) customer in Houston, TX. This opportunity offers a competitive salary and the opportunity for additional cash-in-lieu of benefits. This opportunity is a hybrid role and will allow for some remote work (i.e.
work from home a few days a week). This position is expected to last for at least 1 year and has the possibility to be extended. This is a full-time/benefitted job with Cimarron that offers 1.5 times pay for overtime.
Key Duties: Direct and monitor assigned office or project startup and operations, including: Reviewing designs for plant operability. Preparing operations manuals. Preparing specific task procedures.
Coordinating with construction during field checkout. Pre-commissioning, testing, and executing the startup in the field. Comply with Functional and Corporate policies and procedures with a particular focus on safety and quality.
Direct the formulation of and recommend departmental management policies, procedures, plans, and programs within assigned office or project. Participate in HAZOP, HAZID, and 3D Model reviews. Identify potential risks to be included in the project register and provide mitigation actions.
Supervise, coordinate, and review the work of assigned engineers. Identify staffing requirements for both professional staff and craft professionals. Develop backward pass schedules for integration into the overall project schedule.
Assign tasks and responsibilities to comply with schedule requirements. Develop a budget proposal that covers the full scope of services required by the project. Prepare or direct the development and issue of contractual deliverables, including operating manuals, philosophies, and plans.
Ensure the work being performed is within the scope of services and within budget. Provide input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety. Coordinate, as directed, with project management the startup-related engineering, construction, and client activities as an office assignment, or during startup, operations, maintenance, or testing at the job site.
Establish, maintain, and develop a strong positive relationship with client counterparts. Review and approve key startup methods, procedures, and schedules on assigned project(s). Keep abreast of technological developments and trends in startup and operating services within area of responsibility.Required Skills, Experience, and Education: Due to facility requirements, only U.S.
Citizens or permanent citizens are eligible for consideration at this time. 10 or more years of experience as a Commissioning/Startup Manager. Extensive technical knowledge of process, commissioning, startup, and initial plant operations, including performance testing of an LNG facility.
Recent experience on a large-scale LNG project utilizing APCI technology. Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of the application of computers to engineering problems. Extensive knowledge of administrative practices, including cost and schedule.
Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas. Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing. Prior experience in Process Systems pre-commissioning, commissioning, and startup of LNG systems/facilities utilizing APCI technology.
