Job description

The Staff Scientist is responsible for assisting HEI science directors with overseeing research contracts and agreements throughout their lifecycle including research planning, study selection, initiation, oversight, QA, and publication. This role also contributes to enhancing and elevating HEI’s reputation and visibility by participating in relevant workshops, conferences, and presentations.

The Staff Scientist would work primarily in the Energy program but would periodically work across HEI research programs. This is a 1-to-2-year position, with the option to extend depending on funding.

The essential functions of this position are as follows:

Research Management:

  • Applies knowledge of relevant scientific fields, as well as the requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding, administering, overseeing contracts and agreements
Research Planning
  • Under the supervision of other scientists and/or director, works with Research Committee to manage and coordinate research planning and implementation processes
  • Develops research program topics
  • Writes and revises background documents and Requests for Application
  • Organizes scientific workshops involving HEI program areas or new areas of potential interest
Study Selection:
  • Under the supervision of other scientists and/or director, organizes application selection process
  • Identifies experts for application review panels
  • Prepares summaries of proposals
  • Organizes review panels
  • Participates in running the meeting
  • Assists the panel in identifying the most meritorious applications
  • For Research Committee meetings, prepares background materials, organizes and summarizes the reviews and scores of the review panel for presentation, and summarizes discussions and decisions of the Committee and communicate with the applicants
Research Initiation:
  • Under the supervision of other scientists and/or director and based on the recommendations of the Research Committee, negotiates final research plans, modified budget (if necessary) and Statement of Work
  • Initiates contracting process with HEI administration
  • Requests quality management plan before the study starts or with the first 5-month progress report
  • Where applicable, ensures that HEI receives appropriate human subject documentation
Research Oversight:
  • Oversees the implementation and progress of study by providing guidance to investigators
  • Summarizes progress reports for committee oversight members and communicates Committee’s response or recommendations
  • Organizes webinars or other meetings with the Research Committee, as needed
  • Discusses and resolves any disagreements or problems
  • Approves bills for studies and monitors expenses to ensure study progress
  • Organizes site visit teams, conducts site visits, develops and circulates site visit reports, and helps to resolve any issues that are identified
  • Organizes investigator workshops for research programs, as needed
QA Functions:
  • Ensures that investigators follow the approved research and QA plan
  • Around mid-point of a study, organizes QA audits, including in-person visits and participates in such visits if necessary
  • Facilitates communication and cooperation between the investigator and with the QA team, and helps to resolve any issues identified by the QA auditors
Study Completion:
  • Under the supervision of other scientists and/or director, communicates final report requirements to the investigator and ensures that the last progress report discusses plans for the same
  • Ensures transfer of study information for the review process, including the preparation of study binder


Expanding HEI’s Scientific ‘Capital:’

  • Reviews literature and other sources to collect current information in assigned study areas, and broader areas of interest to HEI
  • Attends meetings, workshops, and seminars to enhance and update knowledge on specialized topics related to studies or other aspects of HEI's mission, and to communicate HEI research and findings
  • Under the supervision of other scientists and/or director, may research and write summaries of new developments in specific scientific areas as appropriate
  • Begins to build presence in professional organizations relevant to HEI research programs


Communication of HEI Science:

  • Joins other HEI staff to work on special projects
  • Organize sessions for the HEI Annual Conference, HEI webinars, and other science communication activities
  • Helps to develop scientific program, invite speakers, oversee scientific content of the program, and helps to disseminate proceedings
  • Under the supervision of other scientists and/or director, organizes web-based or in-person meetings of investigators working in the same area
  • Supports the HEI Web-team in maintaining the Science and Funding sections of HEI’s website
  • Writes material for the newsletter, website, and social media


Administrative and Internal Organization:

  • Participates in development and enhancement of internal and policies and procedures
  • Works with administrative staff to maintain the centralized research and review files


Supervision of Research Assistants/Associates:

  • As assigned by the Director, oversees the duties assigned to Research Assistants/Associates, helps them prioritize assignments and day-to-day activities, and liaises with science staff


May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Requirements:

Doctoral Degree in related field

3-5 years of relevant work-related experience
