Title: Staff Officer (Data Engineer Analyst) - NATO 2030

Grade: 15

Duty Location: Brunssum, The Netherlands

Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO's core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.

The Joint Assessment Division is responsible for the gathering of evidence to provide formal feedback on the progress and results of an operation, inform decision-making and make adjustments to the plan.

The Campaign Assessment Branch focuses on assessing the long-term planning-horizon in order to support operations planning.

The incumbent enables the effective use of various data in order to extract value from NATO operational data and enable the HQ to make better, faster decisions within the joint assessment and analysis process.

 

The duties of Staff Officer (Data Engineer Analyst):

 

  Develops automated and semi-automated tools and techniques for improving data of poor quality required for data science and Artificial Intelligence studies, operations research studies, models and simulation development.

  Supports data owners to ensure data is prepared efficiently for data exploitation and data scientists.

 Enables data information structures to support development of machine learning models and advance analytics for operations research and data science studies, modelling and simulation.

    Ensures security, integrity, safety and availability of data required for data exploitation in JFCBS.

  Develops data models that describe relationships between data and information structures to facilitate data exploitation.

The work is normally performed in a normal NATO office-working environment.

Normal Working Conditions apply. 

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

 Required Qualifications

  English - good - NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

  University Degree in information technology, economics, statistics, operations research or related field / discipline and 2 years related experience

OR

Higher Secondary education and completed advanced vocational training in related field / discipline leading to a professional qualification or accreditation with 4 years related experience.

  Experience of data mapping, moving, extraction, transfer and automation.

  Experience with common data science toolkits, such as Python, Jupyter, R, etc.

  Experience of Extract, Transform, Load (ETL) tools and Application Programming Interface (API) for creating and managing data integration.

  Knowledge of data warehouses and data lakes and how they work.

Desirable Qualifications

  Experience of working with public and open source data.

  Experience of big data frameworks like Spark and HIVE using Python.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released. 

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NIC Staff, the stipulations on contracts in the NCPRs will be respected.
