(MTSI) is seeking a senior Systems Development Engineer to join our team supporting CBP-AMO Headquarters/UAS Program Management Office in Washington, D.C. at the Reagan Bldg. You will support the Customs and Border Protection Air and Marine Operations Unmanned Aircraft System programs.

Responsibilities:

As a senior Systems Development Engineer with MTSI you shall assist CBP-AMO Headquarters/UAS Program Management Office in (Washington, D.C.) supporting Customs and Border Protection Air and Marine Operations Unmanned Aircraft System programs. This position will be located at the Reagan Bldg., Washington, D.C. with a Hybrid work schedule of 2-3 days/wk. at the office.

Your essential job functions will include but may not be limited to:
  • Perform technical evaluation of new systems.
  • Provide engineering expertise to ensure the effective design, analysis, and development of system modifications supporting UAS operations.
  • Assist with the development and documentation of operational capabilities/systems requirements.
  • Perform unmanned aircraft testing, to include test planning, range coordination, execution, data collection and analysis, post-test reporting, documentation, and briefing of test results of ground and flight tests and evaluations of aircraft and aircraft systems and sensors.
  • Provide strategic guidance to CBP personnel engaged in UAS program development; this will include activities such as: maritime applications, increased weather capability, sensor development for maritime, border, and special location applications, modeling and simulation, personnel staffing, data transfer input into and out of specified command and control facilities.
  • Collaborate with federal, DOD, and industry partners to integrate new sensor/aircraft systems while maintaining system compatibility and interoperability standards.
  • Initiate communications with shared stakeholders to articulate future UAS technology enhancement/development and determine or secure funding resources to support the acquisition of the UAS future technology or system.
  • Act as the Program Manager’s liaison to coordinate program milestone accomplishment pursuant to technology integration, test and fielding of new UAS technology.
  • Assist with development of Statements of Work, equipment lists, and technical data
    packages.
  • Assist the PMO in monitoring UAS Contractor performance.
  • Coordinate and review final technical documentation to include specifications engineering reports, maintenance and user manuals.
  • Support acquisition planning.
  • Perform engineering and logistics planning.

Qualifications:

  • 14+ years' of relevant experience in manned or unmanned aircraft system acquisition.
  • Deep knowledge and strong understanding of DOD and other Government UAS and the associated mission systems/sensors.
  • Experience with and knowledge of business practices and government processes (acquisition, contracting, planning, programming, budgeting and execution, etc.)
  • Air Vehicle/Systems Engineering experience.
  • Requirements Analysis and Management experience.
  • Joint Capabilities Integration and Development System (JCIDS) Documentation experience.
  • Professional, effective communication and presentation skills, both oral and written.
Desired Requirements:
  • 6+ years' as military rated pilot in tactical fixed-wind or rotary-wing aircraft.
  • 4+ years' DOD/DHS program experience in engineering and logistics.
  • Graduate of a military flight test pilot school.
Education Requirements:
  • Bachelor’s degree in one of the above fields plus 14 years of relevant experience in manned or unmanned aircraft system operation and/or acquisition.
  • Master’s degree in in Engineering, Aeronautical/Aerospace Engineering, or Systems Management plus at least 10 years of relevant experience.
Desired Certification:
  • Project Management Professional (PMP) certification.
  • DoD (or DHS equivalent) Acquisition Workforce Improvement Act (DAWIA)/Acquisition Core Certified:
    • Level III in Systems Planning, Research, Development and Engineering.
    • Level III in Test and Engineering.
    • Level II in Career Field Life Cycle Logistics.
  • Model Based Systems Engineering Six Sigma Black Belt or Green Belt.
Clearance Requirements:
  • Active Secret to start, with ability to obtain TS/SCI clearance.
  • Individual must submit to a CBP BI; a favorably adjudicated BI will be required to maintain this position.
  • U.S. Citizenship is required for this position.
