Job description

If you are a seasoned subcontracts management professional looking to make an impact in a rewarding industry, join our team! As a Subcontracts Management Specialist IV, you'll develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for our subcontract systems to guide the development, production, and global sustainment for multiple contract types. You'll be responsible for preparing our bid packages, developing evaluation criteria, analyzing and evaluating our proposals, negotiating subcontract provisions, selecting or recommending new subcontractors, and administering our subcontracts. Additionally, you'll administer standard subcontracts agreements, such as Firm Fixed Price (FFP), Time and Material (T&M), and Cost Reimbursable (CR) Fixed-Fee, through the entire contract life-cycle, and will participate and lead complex negotiations of terms, price, and schedule, and will monitor subcontractor performance.

Responsibilities:

  • Navigate FAR regulations and internal procedures for compliance
  • Implement strategies to increase productivity and drive cost savings
  • Can work independently with minimal guidance
  • Interacts with direct manager and/or group leader, and works directly with other functions such as: contracts, program office, cross functional peers, and cross functional leaders
  • Must be able to communicate effectively with direct leadership and a wide array of professional levels and functions
  • Extensive knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, OTA etc.)
  • Extensive knowledge to support government proposals and produce BOEs
  • Negotiation skills, subcontractor management and program risk management
  • Single point of contact to assigned POs, PO modifications, subcontractors, direct management, and to internal customers

Must-haves:
  • Bachelor's Degree in a related field and typically 10 or more years of relevant experience
  • Higher education may substitute for relevant experience
  • Relevant experience may be considered in lieu of required education
  • Advanced Microsoft Excel skills
  • 5+ years of practical FAR Part 12 (sub)Contract experience
  • 5+ years of practical FAR Part 15 (sub)Contract experience
  • Cost / Price Analysis Experience

Preferred:
  • Demonstrate a strong attention to detail and a high degree of accuracy
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
  • Ability to effectively communicate with all levels of management and program teams
  • Be a self-starter and team player
  • DoD contract experience
  • Knowledge of FAR/DFAR/ITAR laws, rules, and regulations
  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts

Estimated Starting Salary Range: $104,827.91 - $144,138.38. SNC considers several factors when extending job offers, including but not limited to candidates' key skills, relevant work experience, and education/training/certifications.
SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.
SNC offers a generous benefit package, including medical, dental, and vision plans, 401(k) with 150% match up to 6%, life insurance, 3 weeks paid time off, tuition reimbursement, and more.

This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-U.S. citizens may not be eligible to obtain a security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants.
