The role reports to the Manager of Government Property and is responsible to support daily operations and ensure property compliance for Draper and all Draper campuses. With minimal supervision, the Sr. Property Specialist will serve as the focal point for all property related self-assessments in accordance with 52.245-1 requirements to monitor and maintain a robust and compliant property management system. The Sr. Property Specialist will need to exercise judgment based on experience and knowledge and must possess the ability to develop recommendations to senior staff to support solutions for moderate to complex problems.

 

 

Primary Responsibilities:

  • Assists the property team in all aspects of the property office.
  • Assists with the responsibilities of subcontractor control and audits.
  • Collaborate with program teams and property leadership to prepare, analyze and submit compliant government property reports.
  • Accurately maintain government property records, with regard to acquisition, receiving, identification, movement, storage, inventories, consumption, utilization, maintenance, subcontractor control, disposition and closeout in accordance with company policies and procedures, applicable laws, customer’s requirements and sound business judgment.  
  • Assist with property closeout process and enforcement.
  • Provide guidance to end-users on all aspects of property management to ensure conformance with Government regulation and the Draper Property Office Procedures while maintaining a high level of customer satisfaction.
  • Research complex property issues and provide recommendations for resolution.
  • Responsible for the daily inventory reports and continuous data analysis to maintain property record accuracy.
  • Departmental lead for the monitoring, maintenance and improvement of all system queries, department scanners and ID tag printers necessary for accurate reporting and daily operation
  • Ensure the integrity of all data, records, and reports required for official submission.
  • Reviews the FAR and DFARS for new requirements and customizes the Property system to remain compliant.
  • Investigate, analyze, and resolve deficiencies in the Property system to increase efficiencies, enhance processes and adds improvements through STATS to upgrade the system when required.
  • Actively supports departmental and program meetings and assist the Property management team in the development and execution of departmental goals and objectives.
  • Ensure the integrity of data, records, and reports required for official submission.
  • Other duties as required.

 

 

 

 


Qualifications:

  • Minimum 5-7 years related work experience in government property management.
  • Certified Professional Property Administrator (CPPA) or other professional certification by the National Property Management Association (NPMA) is preferred.
  • Bachelor’s degree or equivalent combination of education and experience may be considered in lieu of a degree.
  • Working knowledge of PIEE is required.
  • Must possess a basic understanding of the Government contractual lifecycle as it relates to government property.
  • Working knowledge of government property FAR/DFARS requirements.
  • Experience with eQuip property management system is highly desired.
  • Experience with RFID inventory technology.
  • Experience with DCMA and DCAA audits.
  • Demonstrate a working knowledge of FAR 52.245-1, FAR Part 45, DFARS 245.6, 252.245-7003, 252.245-7005, and other applicable regulations.
  • Ability to work independently, seek out answers to problems and drive positive change within the organization.
  • Ability to analyze, discuss and present results/reports to all levels of the organization.
  • Experience with bar-code scanning and physical inventories required. RFID experience a plus.
  • Highly motivated self-starter, excellent written and oral communication skills as well as thorough familiarity MS Excel, Word, PowerPoint and metrics creation.
  • Strong communication skills.
  • Active secret clearance preferred or ability to obtain a security clearance.

 

Physical Requirements:

  • Able to move about freely in a laboratory setting and elsewhere to use inventory scan equipment to take inventory.
  • Able to lift 50 lbs.
