SUMMARY OF DUTIES:
Under the direction of the (Project Director, Capital Delivery, Gateway Program), the Sr Program Mgr – Rail/Transit Systems Activation Testing & Commissioning (T&C) is responsible for testing, commissioning and all related activities as required by the Gateway Program and Amtrak’s internal and external customers. The position is expected to operate with minimum supervision and will collaborate with a team of engineers and/or third-party engineering contractors, and suppliers as required. This position will also provide mentorship to the mid-level and the entry-level engineers as needed.The Sr Program Mgr provides senior leadership and guidance for achieving best practices in construction management and project systems activation & commissioning methods. The incumbent is responsible for providing management support in testing & commissioning projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, and system expansions. In addition, the incumbent coordinates the in-house systems activation testing & commissioning efforts of the entire program within Amtrak-owned and/or maintained right-of-way, including track, bridges, buildings, signals and communications and electric traction facilities.

 

 

ESSENTIAL FUNCTIONS:

  • Develop a Testing and Commissioning Plan as required for the Gateway Program
  • Provide technical support to all Project Manager(s) and Technical Manager(s) as required to support Gateway Program initiatives.
  • Provide input as required to work teams related to installation, testing and commissioning activities in new projects.
  • Develop project specific Installation, Testing and Commissioning Plans, and Strategies for projects as required.
  • Prepare/Review/Approve all test procedures, Job Specific Risk Assessments, Work Package Plans, etc. as required.
  • Provide guidance to project staff on completion of installation and testing activities and their relationship to the Safety Certification Process.
  • Provide T&C expertise to projects to advise, help, and resolve T&C issues as required.
  • Continuously review and advise on the testing schedules at each project level.
  • Ensure that any sub-contracted testing work is managed in a professional, cost-effective manner.
  • Ensure that all project testing activities are compliant with all applicable standards including, but not limited to, ANSI / IEEE, AREMA, CENELEC and NEMA standards as required.
  • Providing advice on the levels and proposed levels of resources assigned to meet project commitments.
  • Positively influences construction, testing & commissioning, and safety performance that aims for zero accidents.
  • Provide technical support to all Commercial Manager(s) and ensure testing strategies and all Engineering design change requests, delays, disruption, completion, defects, or other commercial aspects are understood and processed in a timely manner.
  • Maintain effective communications with all project participants to ensure contract delivery is on time and within budget.
  • Develop and maintain constructive, co-operative working relationships with the Customer and external approved suppliers to ensure the success of the project. While promoting this approach within team members and colleagues.
  • Take an active role in the local coaching of junior / less experienced staff to ensure the developmental needs of both the individual and the business are achieved.
  • Maintain a flexible approach to work, while demonstrating the ability to prioritize and manage your time efficiently. 
  • Demonstrate and focus a strong commitment to Quality, detail, and ability to make correct judgments.
  • Participate in Factory Acceptance Testing (FAT), Factory Integration Testing (FIT) and Field / Site Acceptance Testing (F-SAT), System Integration Testing (SIT) as required.

 

 

MINIMUM QUALIFICATIONS:

  • Minimum 5 years of progressive work experience and thorough understanding of the following, but not limited to:
    • Train control system design, construction, testing and commissioning.
    • Train control system maintenance
    • Project engineering
    • Rail and transit operation
    • Design standards and safety regulations
    • Understanding of project Requirements and project closeout
    • Basic to intermediate understanding of other subsystems such as Communications, Supervisory Control and Data Acquisition/ SCADA,  Traction power, Tunnel Ventilation, On-Board, Auxiliary Electrical Systems, and Mechanical-Electrical (MEP)
    • Intermediate to advanced understanding of On-Board/ Wayside Interface
    • Intermediate to advanced understanding of Train Control technologies such as: Automatic Train Control (ATC), Positive Train Control (PTC), and Communications-Based Train Control (CBTC)
    • Systems Engineering & Systems Integration
  • Ability to travel as business requires. 

 

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Prior satisfactory job performance required.
  • Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities.
  • Demonstrated rail activation testing & commissioning and supervisory experience.
  • Demonstrated planning, scheduling, budget, and cost control experience.
  • Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance.
  • Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget.
  • Extensive experience in infrastructure improvement planning.
  • Experience managing employees; strong ability to mentor other employees
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities.
  • Demonstrated experience in managing complex programs in an operating environment.
  • 9 years relevant experience required.

 

 

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in engineering, or related discipline is preferred.
  • Professional Engineering Registration or Chartered Engineer preferred.
  • Membership with active participation to professional organizations such as AREMA or APTA is desirable.
  • Extensive rail activation testing & commissioning program management and supervisory experience.
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance.
  • Knowledge of applicable labor agreements sufficient to ensure compliance.
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions.
  • 11+ years’ experience preferred.

 

 

WORK ENVIRONMENT:

  • 25% travel to field/project sites as required

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
