SUMMARY OF DUTIES:

This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.


Under the direction of the Senior Director and/or the Project Director – FDT, the Senior Manager Capital Construction will be responsible for interfacing with the Package A (Tunnel) Contractor and other internal and external stakeholders to ensure the successful delivery of the Tunnel construction package consistent with Amtrak’s Capital Delivery goals of safe, on-time and on-budget project delivery.


The position focuses on construction management of the Package A work and ensuring the project stays within the approved scope, schedule, and budget. The Senior CM will support the Contracting Official’s Technical Representative (COTR) for the Package A Contract(s), to monitor the performance of the contractor(s) and support the contracting processes.

ESSENTIAL FUNCTIONS:

  • Senior Manager Capital Construction – Package A will be responsible for helping provide oversight of the Package A Contractor and coordination with internal and external stakeholders to ensure that design and construction elements of the contract scope meet the needs of the overall program goals:
  • Manages and monitors contract project cost and schedules, and reports progress. Maintain, adjust, and update project plans, as needed, to communicate and advise project management as to all issues and risks affecting the project.
  • Helps develop and implement project plans, schedules, and budgets consistent with operational and stakeholder needs.
  • Work with senior leaders to contribute relevant data to support annual planning activities. Provide support to progress and financial reporting, budgeting, estimating, scheduling, and change control.
  • Assists with the development, planning, budgeting, coordination, and scheduling of resources required to accomplish support construction activities of the Contractor.
  • Responsible for the implementation of technical standards, policies, and procedures as defined within Amtrak and FDT Program documents.
  • Maintains a teamwork environment with all peers. Attends and participates in professional group meetings.
  • Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication.
  • Has familiarity with Ariba, COTR responsibilities, and ensuring timely, thorough review of invoices.
  • Other duties as assigned


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Engineering, or Construction Management
  • Relevant work experience or any equivalent combination of education and experience.
  • Experience with the delivery of heavy civil, infrastructure, or transit projects.
  • Proficiency level with project management core competencies.
  • Knowledgeable about federal competitive procurement processes and regulations
  • Highly motivated and self-directed
  • Strong analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Ability to work independently, effectively prioritize and execute tasks while under pressure.
  • Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).
  • Must have work authorization in the United States


PREFERRED QUALIFICATIONS:

  • 7 years or more of relevant work experience.
  • Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience.
  • Experience tunnel and underground construction programs.
  • Direct experience on TBM (tunnel boring machine) construction strongly peferred.
  • Experience with geotechnical and underground construction.
  • Experience managing programs in the transportation industry environment


WORK ENVIRONMENT:

  • Hybrid Work Arrangement: 80% onsite / 20% remote
  • Travel to project site required as necessary

Must have excellent oral and written communication skills.


The salary/hourly range is $135,800 - $176,040 for the Sr MgrCapital Construction position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
