General Purpose of Job

The Senior Full Stack Developer role reports to the Manager of Corporate Communications and is responsible to oversee, research, define, develop, test, analyze and maintain new and current custom software applications in support of business requirements. This includes developing custom web-based concepts, writing, coding, testing and analyzing software programs, database needs and applications, and support and collaborate with SECO’s Information Technology (IT) team and website hosts to create, maintain, update and troubleshoot Amazon Web Services (AWS) and server issues. This position will also research, design, document and modify software specifications throughout the production life cycle, including website interface and the custom tool development process. Position also requires the ability to contribute to both the front- and back-end development process; conduct requirement‐gathering meetings, produce technical and business documentation, and manage projects from conception, build,  user-acceptance testing, implementation and maintaining the product during its lifecycle.

Education

Minimum 

4 Year / Bachelors Degree

Major:

Computer Science or closely related field or 4 years of equivalent experience.

 

 

Experience

Minimum 

Five (5) years of progressive experience in web design, programming, coding, creating custom web applications, building and maintaining databases and RDBMS architecture.

Minimum 

Advanced knowledge of front-end web programming languages, such as HTML5, CSS, JavaScript, and jQuery, with ability to render server-side and client-side content.

Minimum 

Advanced knowledge of SQL, MySQL, scripting languages, and one or more other programming languages such as PHP, ASP & Python.

 

Preferred

Experience with a distribution electric utility or related industry is desirable.

 

Preferred

Experience with collaborative relationship with AWS (Amazon Web Services) as the utility’s primary website hosting provider. 

 

Preferred

English is the primary business language. Second language in Spanish is desirable.

Thorough understanding of structured programming principles and methods, system analysis techniques, system design, industry standard testing principles, system implementation, user training and follow up; utilization of Apple Macintosh and/or Windows personal computing systems.

Must be able to author software development lifecycle documentation including user requirements, high‐level/detailed design, test plan/scripts, and an implementation plan.

 

Education and/or Experience Notes

Job related experience may be substituted for the required education on a year-for-year basis.

 

 

 Other Requirements:

  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
  • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
  • A valid Florida driver’s license for occasional driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
  • Normal work hours shall be eight (8) hours between 7:30 am and 4:30 pm, Monday through Friday.
  • Occasional business travel to all areas of service territory required.
  • Successful completion of pre-employment background check, physical and drug screen.

 

Knowledge, Skills and Abilities

  • Ability to accept and act appropriately on input from SECO Energy’s IT Security team and with SECO Energy’s trusted outside vendors such as Metal Toad and AWS (Amazon Web Services) related to best practices and cybersecurity requirements. 
  • Ability to acquire expertise to support corporate business systems such as NICS iVue, Amazon Web Services, Business Accounting.
  • Ability to complete assignments and meet deadlines; work independently and in a team environment; ability to exercise good judgment and discretion in making independent decisions commensurate with responsibilities.
  • Ability to continue learning and implement relevant alternate programming tools.
  • Ability to create interfaces with ESRI products and custom job/communications workflow tools.
  • Ability to create new custom software applications and maintain/update existing software applications and databases written with a variety of programming languages and development tools. Development updates must be clearly documented in mainstream project management formats.
  • Ability to create web services and other integrations with SECO Energy’s Interactive Voice Response (IVR) System Interfaces; Outage Management System and GIS System Interfaces.
  • Ability to maintain highly confidential information; be flexible and receptive to changing priorities.
  • Advanced understanding of relational database and client‐server concepts; familiar with a range of programming environments such as: Net framework; Windows; Visual Studio, .Net/C++/C#, HTML, HTML5, ODBC, ASP.Net, SQL, XML, Visual Basic, VB.Net; GE PowerOn, Python, PowerShell, PHP, CSS, JavaScript, jQuery, WordPress

 

  • Broad experience building strong client relationships.
  • Demonstrated communication skills; ability to accurately prepare all types of business correspondence, design and produce reports and training manuals; ability to analyze and interpret job related business periodicals and technical manuals.
  • Demonstrated willingness to adhere to mainstream, current cybersecurity practices and work collaboratively with Information Technology leadership and other IT vendors to ensure the security of SECO Energy’s online platforms.
  • Excellent customer service orientation and interpersonal skills for effective interaction with others at all levels of the organization; ability to express technical information clearly and simply while working closely with other personnel.
  • General understanding of multiple computer platform functions to include operating systems,

utilities, shared and peer function. Knowledge of systems backup, recovery and software application security.

  • English is the primary business language. Second language in Spanish is desirable.

  • Define, develop, test, analyze and maintain new and current software applications in support of business requirements.
  • Develop custom concepts

  • Support and collaborate with SECO Energy’s IT team and other third-party vendors to troubleshoot website performance issues, data requests for custom tools and interfaces, and custom software and application troubleshooting. 
  • Work with the SECO IT team and website hosts to create, maintain, update and troubleshoot AWS and server issues. 
  • Assist various departments and third-party vendors to create, maintain, upgrade and design new custom tools and interfaces to expand SECO’s engagement with its members. 

 

  • Author software development lifecycle documentation including user requirements, high‐level/detailed design, test plan/scripts, and an implementation plan.
  • Create, maintain and update existing software applications written with a variety of programming languages and development tools.
  • Clearly document development updates in mainstream project management formats.
