Job Description:
The Subcontracts Specialist is an essential member of the EW Subcontracts / Supply Chain Management team. The Subcontract Manager is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction.
Essential Functions:
- Supply market analysis, solicitations, fact finding & source selection.
- Management of Suppliers to meet all PO requirements including cost, schedule, quality, DMS requirements, SOW as well as risk mitigation steps.
- Management and reporting of major subcontracts to internal and external leadership teams.
- Perform Cost/Price analysis, develop negotiation strategies, lead negotiations.
- Terms and Conditions Negotiations.
- Statement of Work Evaluation.
- Proposal fact-finding and analysis.
- Award and execute contracts and contract modifications.
- Manage supplier performance and scorecards.
Qualifications:
- Bachelor's Degree and a a minimum 4 years of pror relevant experience. Graduate Degree and a minimum of 2 years of prior relevant experience. In lieu of a degree, minimum of 8 years of prior Subcontracts experience.
- Experience managing major subcontracts in support of government program(s).
- Experience negotiating price as well as terms & conditions.
- Contracting knowledge and experience.
- Working knowledge of FAR/DFARs.
- Experience in Excel and PowerPoint.
- Experience with multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
- Demonstrated leadership of cross-functional teams.
- Experience working in Supplier Management.
Preferred Additional Skills:
- Experience with various program lifecycles (development, production, sustainment).
- Has an active clearance or has the ability to obtain a Secret Clearance.
- Experience with L3Harris Systems, Policies & Procedures.
- PeopleSoft, Control (Cincom) experience.
- Experience contracting with various different contract types (FFP, FPIF, T&M, CPFF, CPIF).
- Radio Frequency Procurement Experience.
- Excellent written and oral communication skills.
- Advanced analytical and problem-solving skills.
- Advanced Excel and PowerPoint skills.
- Excellent interpersonal skills.
- Excellent organizational skills.
- Ability to work independently or as a team.
- Ability to work in a fast-paced and/or in an ambiguous environment.
In compliance with pay transparency requirements, the salary range for this role is $87,000 - $116,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
