Summary
Under the direction of the Director of Special Projects Division, researches federal and state statutes and laws, Attorney General decisions, opinions, and rulings, OMB Circulars, generally accepted accounting principles, and other authoritative literature to maintain an understanding of CARES and ARPA funding, public information act requirements, and other subject matter areas as needed.

Duties and Responsibilities
  • Coordinates with County Offices to obtain the appropriate documentation as required by statutes, laws, rulings, or other authoritative literature to support the expenditures associated with CARES, ARPA, public disaster, or other grant funding as required
  • Manages and tracks the expenditures associated with CARES, ARPA, public disaster funding, and other grant funding as required
  • Creates and maintains accurate expenditure reports to provide real-time information necessary for County Offices.
  • Coordinates with Federal and State Agencies for the reimbursement of COVID-19 related and other grant expenditures to the County
  • Assists with the preparation of the quarterly reports to the Office of Inspector General and other compliance requirements such as the Federal Code of Regulation
  • Serves as liaison between the County and the County's external auditors during the single audit related to the CARES, ARPA, and public disaster funding
  • Assists with the management, coordination, and completion of open records requests assigned to the Auditor's Office and other County Offices
  • Assists with the preparation and review of the Comprehensive Annual Financial Report (CAFR) including the schedules associated with the CAFR
  • Coordinates with the law enforcement agencies to complete the audit of asset forfeitures and submit the report to the appropriate agencies
  • Provides clear, concise documentation to accurately support expenditure reports, spreadsheets, and schedules.
  • Performs special and administrative projects as assigned or requested
  • Performs related duties as required

Minimum Qualifications
  • Graduation from an accredited college or university with a Bachelor's Degree in Accounting and two(2) years' experience in governmental auditing; or an equivalent combination of education and experience
  • Knowledge of accepted accounting practices and procedures; and knowledge of internal controls
  • Skill in researching, understanding, interpreting and applying statutes and financial reporting requirements; skill in performing basic mathematical calculations; skill in operating a personal computer using Windows, Excel, spreadsheet software, and other PC applications
  • Ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, other County employees, and Elected/Appointed Officials; ability to travel to complete assignments
  • Must have available transportation during entire workday; required to travel to remote sites within Bexar County;
  • Must have valid driver's license, motor vehicle liability insurance which includes Personal Injury Protection
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
