Grasmick Education Building 200 West Baltimore Street Baltimore, MD 21201 Main Purpose of Job The Chief of the Complaint Investigation Section of the Family Support and Dispute Resolution Branch Process Branch is responsible for ensuring that State complaints filed with the Department under federal and State Special Education laws and regulations are investigated and resolved in accordance with requirements. The primary responsibilities are to supervise and oversee the complaint management process as required by federal and State regulation, including training and supervision of professional staff assigned as investigators, scheduling and assigning work to professional staff, ensuring accuracy of the database maintained on complaints filed and investigated, investigating complaints as necessary, and providing assistance to internal and external customers regarding compliance with State and federal Special Education law and regulation. POSITION DUTIES Serves as the lead expert in the investigation and resolution of formal complaints.

Provides general assistance to parents, advocacy groups and other interested parties as it relates to the complaint process required by federal and State law and regulation and other matters pertaining to State's general supervision responsibilities and compliance with Special Education requirements. Provides support to Department staff in preparation of materials or activities related to the federal Office of Special Education Programs (OSEP) pre-site and on-site compliance reviews, follow-up activities, and the State Performance Plan for Special Education. Provides technical assistance for monitoring and evaluating Special Education programs in the State.

Assists in developing and reviewing technical assistance and resource materials developed by the Department for stakeholder use. Researches and communicates recent changes to federal and state Special Education regulations and policy guidance to Division. Collaborates with the Office of the Attorney General to ensure consistency and accuracy in information output.

Provides direct guidance and supervision to staff investigating complaints regarding content, format, and timelines. Provides technical assistance to Department, stakeholders, community members, on all matters relating to the implementation of the IDEA, Special Education laws and regulations. Provides technical assistance to the Department on publications and materials relating to Special Education processes.

MINIMUM QUALIFICATIONS EDUCATION: A Juris Doctorate, or a Master's Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field. EXPERIENCE: Five (5) years of administrative or teaching experience in, or affiliated with, an Education Program, including two years of experience in coordinating or administering an Education Program or service directly related to the position option. NOTES: Two additional years of experience directly related to the position option may be substituted for the required Master's Degree.

Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resource Management of the Department of Education.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education. SELECTIVE QUALIFICATIONS One year professional experience in evaluation, compliance monitoring, or related experience within or affiliated with an organization serving school-aged children with disabilities.

DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the following preferred qualification(s). Knowledge of data systems. Sill in responding effectively to problems and inquiries from educational agencies, school personnel, parents, and other concerned stakeholders. Skill in supervising a legal team.

Skill interpreting and applying laws and regulations governing early intervention and Special Education programs. Ability to manage multiple tasks; ability to establish and maintain harmonious working relationships with local school systems and public agencies, ability to clearly communicate orally and in writing. Ability to conduct legal research.
