DT Services will work with CUSTOMER to assess, develop, and execute the Business Applications Service Area central development and testing technology and processes:

• Task will update and establish were there are gaps an updated technology and processes for pipelining the SDLC for all Systems.
• This is to include both full traceability of requirements, design, defect, test cases, test runs, code and configuration quality checking, static and dynamic testing, through source-code management and third-party library vulnerability and life-cycle tracking.
• Provide continuous testing and remediation services of CUSTOMER Enterprise Systems and provide support in the management and facilitation of the government testing lab that guides all PMs, Developers, System Owners and CUSTOMER Product Owners in the standardization of functional, regression, automation, stabilization, and User Acceptance Testing (UAT).
• These services will provide Gate Test Reviews with Acceptable Quality Levels, Triage, Remediation Plans, Methods of Surveillance, Inspection and Acceptance criteria.

Assessment Scope. DT Services shall work with the CUSTOMER staff to collect and assess the following:

• Meet and collect requirements from each Team to determine the extent of need for an SDLC system. This is to include documenting each team's current and new SDLC and testing requirements.
• The requirements shall include current and future state workflows for development traceability and testing and analysis customizations for each team.
• Analyze, Review, and Produce a document showing the results of the team requirements and analysis of common and distinct requirements across all teams.
• Present results to management and teams showing current scope and future need (requirements) presented by each team.

Testing Scope. DT Services shall work with CUSTOMER staff to collect, assess and produce the following:

• Review, analyze and develop a plan to implement an SDLC and Testing suite of tools that will accommodate all the team requirements.
• Include alternatives and variations of the requirements that will meet near the same requirements but with other budgetary funding options.
• Plan to include buildout of new SDLC system to replace JIRA, new pipeline to enhance release management, include various testing and analysis services that enhance system security and quality by checking for end-of-life libraries and code quality during release phase.
• Include migration of existing JIRA workflows and data over to the new SDLC system.
• Present proposed plan to management. Demonstrate current state and future state. Include staff, LOE, and resources needed to implement the future state.

Execution Scope. DT Services will assist CUSTOMER with the following tasks and activities:

• Facilitate DTC testing reviews with the PMO and Joint Application Development Section for the results of the Static Analysis Security Testing (SAST), Dynamic Analysis Security testing (DAST), source code quality analysis, library end-of-life analysis, and continuous security industry improvement, and provide a Provide independent development testing center (DTC) and remediation services of all CUSTOMER enterprise systems.
• Obtain approval to execute the proposed SDLC and Testing Suite plan that represents the Development Testing Center.
• Execute the SDLC and Testing Suite Plan. This includes acquiring the staff resources, software, cloud services, testing tools. The new SDLC and Testing suite should be configured, and workflows deployed that tailor the development and testing to each Team
• Execute the migration of any current data and workflows planned to be included in the new system as well as any testing configurations.
• Present the new SDLC and testing suite system. Include training both live and documentation for each team to understand how to use the new system including the testing process.

Regular and periodic Testing center test results and tracking:

• Produce independent test results for functional, regression, automated, performance, and user acceptance tests.
• Produce independent remediation plans, acceptable quality level reference, recommended security tests and acceptance criteria.
