Job description

Summary
This position serves as a Resource Soil Scientist and is responsible for assisting in providing technical soil services, assists with quality assurance activities, assists with conducting training, and assists with programs and other activities, within the assigned geographic area.

Duties
  • Participates in field office quality assurance reviews and assists Area Resource Soil Scientist with on-site soil investigations at the request of field offices.
  • Provides assistance to the Area Resource Soil Scientist for technical soil services to field service centers and others that include soil databases, soil interpretations, and soil investigations.
  • Assist Area Resource Soil Scientist with servicing certified wetland determinations.
  • Services requests for Land Evaluation and Site Assessment (LESA) under the Farmland Protection Policy Act, maintains records, and makes annual reports.
  • Writes technical and non-technical articles dealing with soil surveys and the use of soil information.
  • Provides soils expertise for conducting environmental workshops, and other natural resources education activities.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level or one year at the GS-09 grade level for consideration for the GS-11 grade level).
Basic Education Requirement:
Degree: Soil Science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility; OR
Combination of Education and Experience: Courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility, plus appropriate or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience to qualify for the GS-9 level: You must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of Specialized experience include:
  • Collecting soil samples for analysis
  • Conducting standard soil resource inventories.
  • Applying routine principles, concepts, methodology associated with soil science.
  • Classifying soil properties according to appropriate standards.

OR
Education Substitution: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in soil science or a closely related discipline;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience to qualify for the GS-11 level: You must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of this experience include:
  • Providing direct support as a Resource Soil Scientist to Senior Soil Scientist for physical and technical soil services.
  • Examining existing soils geospatial information using geospatial technologies to identify areas where soil types and landscapes are not correctly associated; maintenance, interpretation, and distribution of soil survey information.
  • Conducting soils informational/educational activities.
  • Participates in on-site investigations.
  • Skill in the use of soils data programs such as the Agricultural Conservation Easement Program (ACEP), Conservation Program (CRP), Environmental Quality Incentive Program (EQIP), and other programs.

OR
Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

  • Physical Demands: The work is divided between office and field. Office work includes desk work and work at computer terminals. The work is primarily performed in the field, and requires some physical exertion such 4 crouching, bending, lifting equipment. The job requires traversing all types of terrain on foot, crossing drains and fences.
  • Work Environment: For work that is performed in the office setting, normal safety precautions are exercised. Fieldwork involves exposure to moderate risks and discomforts such as high levels of dust, high winds and low or high temperatures, animals, poisonous insects, plants, adverse weather conditions. Incumbent is required to wear proper personal protective equipment when operating equipment or when on or near construction sites.
