Summary:

We are looking for a Social Services Consultant / Child andAdult Welfare. This position will support the Bureau of Indian Affairs, working directly with Indian children and will be subject to the requirements of the Native American Child Safety Act. This position will provide all services needed to run the program effectively in the following areas: Child Welfare, Child Protection Services, Individual Indian Monies Case Management.

 

Preference will be given to Alaska Native and/or American Indian applicants.

 

Responsibilities

Essential Job Functions:

  • Coordinate and provide direct services and activities that relate to Social Services, welfare assistance, Indian child welfare, adult protection services, and management of Individual Indian Account money holders (IIM).
  • Make decisions, in collaboration with a technical supervisor, regarding service delivery to referrals of child endangerment and child protection.
  • Coordinate with law enforcement, court staff, shelter providers and other human service agencies to meet client needs.
  • Conduct interviews, assessments, and make home visits and collateral contacts with children and Adults of all ages, as needed. Ensure all required documentation is completed (Application for Financial Assistance and Social Services, and Release of Confidentiality).
  • Make professional decisions regarding current or impending danger and create effective interventions for safety of children, up to and including possible removal. Ensure required placement documentation is completed thoroughly (Placement Contract, Voucher, Placement Letter). Notify all parents / guardians, and supervisor or designee, as soon as possible if removal is necessary.
  • Participate in case planning and referrals for services as indicated by the assessment process and outcome. This may also include transportation of adults or children. Identify, contact, and make transportation arrangements for placements if needed.
  • The Tribe has its own licensing program, and the contractor will be provided with a provider list by staff. The Agency also relies on placement providers licensed by the state of Montana, and those matches are coordinated by state employees.
  • Transport children for a medical screening with a local provider prior to initial placement.
  • File affidavits and petitions in tribal court (within 72 hours) when children are removed from their home and provide testimony in court hearings. These documents vary on each reservation.
  • If a removal from caregiver and relative placement is made, ALL HOUSEHOLD MEMBERS must have a thorough criminal and child welfare background check completed prior to placement.
  • Integrate all information and data points gathered via historical records check, reported information, direct investigation and interviews into a comprehensive assessment of family functioning and needs as well as identified child functioning and needs.
  • Will also require emergency on-call duty in the evenings, overnights, and weekends up to of the scheduled length of tour. Length of tour either 30, 60, or 90 days.
Qualifications

Necessary Skills and Knowledge:

  • Experience working with diverse populations.
  • Demonstrate knowledge and familiarity of Indian Child Welfare law.
  • Ability to work cooperatively with groups and individuals.
  • Ability to organize and prioritize workload.
  • Possess excellent oral and written skills.
  • Ability to present clear and concise information in a courtroom setting.
  • Ability to work under strict timelines.
  • Must be punctual.
  • Strong communication, interpersonal, and leadership skills.
  • Experience in program development, implementation, and evaluation.
  • Ability to work collaboratively with diverse stakeholders.
  • Ability to understand, apply, and maintain professional standards.

Minimum Qualifications:

  • Master's Degree with one year of Social Services Experience & Program Knowledge in the following areas:
    • Social Services Adult and Child Welfare/Child Protection Services experience and knowledge
    • Social Work Child Welfare Practice
    • Investigation and Case Management
    • Communication
  • At least 3 to 5 years of related experience.
  • Ability to successfully pass a background check.
  • Current and clean driving record.
  • Ability to complete trainings including, but not limited to: CPR, First Aid, Car Seat Safety, other trainings provided by the Tribal agency.

Preferred Qualifications:

  • In-depth knowledge of Indian child welfare laws, cultural practices, and historical context.
  • Experience in child welfare, with a focus on working with Indian children and families.
  • Proficiency in Microsoft Office software applications including Word, Excel, PowerPoint, and Outlook.
