Job Description
Summary
The Site Safety & Health Manger must ensure that all requirements of the Code of Federal Regulations(CFR) are met for the project. Provide safety oversight and administer the contractor’s safety program and government accepted Accident Prevention Plan.
Essential Duties and Responsibilities:
- Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections
- Attach safety inspection logs to the contractors' daily quality control report
- Conduct mishap investigations and complete required accident reports
- Report mishaps and near misses
- Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors
- Make the log available to the Contracting Officer upon request, post and maintain the Form 300A on the Site Safety bulletin board
- Maintain applicable safety reference material on the job site
- Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings
- Review the APP and AHAs for compliance with EM 385-1-1, approve then sign, implement, and enforce them
- Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution
- Ensure subcontractor compliance with safety and health requirements
- Keep a list of hazardous chemicals on site and their material Safety Data Sheets (SDS)
- Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings
- Provide and keep a record of Site Safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors
- Ensure the SSHO or QCM are onsite at all times during construction
Qualifications

Education and/or Experience
- Bachelor’s degree in a HSE or similar discipline is preferred
- Minimum of 10 years’ experience in leading safety in the construction industry is preferred
- Completed the Construction Quality Management(CQM) for Contractor’s course, or the willingness to take it
- Professional designatons; Certified Safety Professional (CSP), or Associate Safety professional (ASP)
- Prior experience with implementing and improving HSE management systems
- Comprehensive knowledge of OSHA, an OSHA 500 certification is required
- Familiar with Federal Motor Carrier regulations
- Experience with ISNetworld, Avetta and EHS Insight preferred
- Ability to multitask and work in a team oriented fast-paced environment
- Excellent interpersonal, organizational, presentation and facilitation skills
- Well-developed written and verbal communication skills, with an ability to partner and communicate with all levels of the organization

Physical Requirements
- Sit, stand and walk continuously throughout the scheduled workday
- Stand, reach, drive and use fine motor skills frequently throughout the day
- Occasionally bend, kneel, squat and climb throughout the workday
- Lift up to 50 lbs. on occasion
- Work both indoors and outdoors, exposed to all weather conditions and may be in loud environments
- Must work in a manner that will not jeopardize the health and safety of him/herself or others
