Purpose of Position: Will be responsible for all business needs ensuring proper flow of information concerning Site Acquisition, permitting and notice to proceed to facilitate a smooth and efficient operation process. Responsible for obtaining property ownership, local construction and building permits and communicate appropriately on the company’s behalf.

Position’s Customer(s): All internal business units and government agencies. Surveying Companies, Title Companies, Public & Public Officials.

Essential Duties:

40% Local, Building Permitting

• Identify, complete, and submit applicable local permitting and zoning applications.

• Obtain necessary permits and authorizations.

• Develop presentations for, and participate in, neighborhood and public hearings as required by local jurisdictions or as requested by respective property owners.

35% Site Acquisition

• Compile and review property ownership, plats, system design maps, and leases as needed to prepare for Site Acquisition efforts.

• Maintain amiable working relationships with property owners, utilities, enforcement agencies, general public, and other departmental personnel.

• Negotiate with property owners for the best rate for leasing parcel of property.

• Collaboratively work with Leasing Specialist and the linear projects Environmental Compliance Specialist for executing real property contracts or agreements including utility easements and ROW’s.

• Translate information in engineering designs, maps, permits, zoning laws, contracts, etc. to others; must be comfortable speaking in public and group settings.

• Flag identified risks associated with acquiring a potential Site to the project team.

• Develop and submit collocation applications when needed for a facility site.

• Assist project team with acquiring Notice-to-Proceed approvals from Tower owners when needed.

• Accompany technical team on occasional site visits.

• Obtain Landlord’s approval on construction drawings and zoning and or permit applications.

25% Administration

• Interface with project managers and Daylight system to manage permitting and Site Acquisition responsibilities.

• Track and report project status related to duties.

• Manage documentation related to duties.

• File site documentation for project work closeout.

• Provide training presentations when needed to educate project team members on Site Acquisition matters.

Job Qualifications:

Knowledge, Skills and Abilities:

• Substantive Knowledge: Familiar with applicable state and local regulations and zoning relevant to permitting and Site Acquisition; comfortable speaking in public and group settings; experience in commercial real estate leasing and contract negotiation experience a plus.

• Financial Skills: Have an understanding of capital budget management.

• Independence: Positive self-starter with ability to take initiative on identified needs and work independently with minimal direction and supervision

• Ability to present information and respond to questions in a concise, articulate manner using effective verbal, written, and electronic communication skills; persuasiveness in communication a must.

• Excellent interpersonal skills – demonstrated capability to work collaboratively and effectively within a geographically distributed organization and across internal departments to achieve goals.

• Ability to listen effectively to obtain technical information; verbally communicate (telephone, one-on-one and group presentations/meetings) requirements and impacts; respectfully demand personnel time and information necessary to meet project completion deadlines.

• High level of analytical and problem solving expertise. Demonstrated ability to: gather, analyze and effectively interpret regulations, company policies, procedures, and/or technical guidelines; think independently and weigh reliability/accuracy of information obtained; identify inconsistencies between existing and updated information, documentation, procedures, and/or expectations.

• Ability to work well with others under stressful, time restricted conditions, displaying patience and tolerance and promoting teamwork.

• Ability to identify potential solutions to address project obstacles.

• Ability to resolve complex issues in creative and effective ways.

Additional Skills & Qualifications:

Using established processes and procedures and working under close supervision, works on moderate projects/tasks. Work is often standardized and instructions are usually detailed. May prepare briefs, spreadsheets, and documents for review and evaluation by others. Must have knowledge and expertise in the area of responsibility and company policies/procedures.

Must have the ability to interpret, complete, process, review and/or correct: structural analysis, mount analysis, RFDS, CDs, Collocation applications, Purchase Order Requests, Purchase Orders, Leases, Easements, Zoning applications, Building permits, Electrical permits, Occupancy permits, State permits etc. Comfortable with negotiating long term legal contracts (i.e. Leases) with high dollar amounts. Candidate must be self-driven and follow through on all project details in a timely manner.
