Job description

The Governor's Office of Planning & Research (OPR) seeks to fill two (2) Permanent, Full Time Staff Services Manager II Supervisor positions within the Strategic Growth Council (SGC).
Under the general direction of the Strategic Growth Council (SGC) Executive Director, and day-to-day supervision of the SGC Deputy Director of Equity and Government Transformation, the incumbent leads the SGC programs and initiatives designed to advance health-equity outcomes and capacity building expertise to California state and local partners. The incumbent provides direct supervision for a team of 1 to 5 professional staff to administer the SGC programs and initiatives working to create and implement strategies that promote these fields and partnering with internal and external organizations and departments to convene and facilitate this work. The programs are generally under $20,000,000 in total value. The incumbent provides support and technical assistance to program awardees, contractors, State agencies, and other stakeholders to ensure successful development, implementation, and evaluation of the SGC programs and initiatives.
The incumbent demonstrates knowledge and awareness of social, economic, and physical environments and how these influence life outcomes for individuals and for California's communities. The incumbent demonstrates knowledge of critical topics such as structural and institutional racism, institutional capacity and actively engages in discussions about these topics with diverse audiences. The incumbent shall have experience facilitating consensus decision-making processes, navigating complex policy issues, establishing shared goals, engaging a wide range of stakeholders, developing long-lasting multi-organization partnerships, and designing, testing and implementing new pilots and ongoing programs to support this work. The incumbent shall demonstrate knowledge and expertise with state and local government programs and policies across multiple sectors; project and program management skills, policy analysis skills, including the ability to develop and evaluate policies on sensitive topics and make policy recommendations that take into account the priorities of multiple stakeholders; qualitative and quantitative research skills, and program evaluation. The incumbent will directly supervise a team of high-performing staff and must have excellent management and supervisor skills. The incumbent must have an ability to travel up to 10% of the time and occasionally work on evenings, weekends, and holidays.
This position is eligible for telework in accordance with the OPR Telework Policy.

Working Conditions
The positions at OPR may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.
All OPR employees must reside in California upon appointment.

  • OPR is located in Sacramento, directly across from the State Capitol.
  • Requires being in a stationary position, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.).
  • Daily use of personal computer, office equipment, and/or telephone.
  • Occasional extended hours outside of normal working business hours may be required.
  • Reasonably expected to lift, carry, push, pull, or otherwise move objects weighing up to 25 lbs.
  • Occasional/overnight travel up to 10% may be required.
