Job Description
The Iowa Department of Health and Human Services (HHS) is seeking a Service Contracts Technical Support (Management Analyst 3). This position works collaboratively across all divisions within HHS and is part of the Service Contracts and Grants Management bureau within the Contracts and Data division.
The Service Contract Support Bureau (BSCS) is responsible for overall support and coordination of services procurement and contracting implemented by the Agency. The Bureau provides technical assistance and training to Agency staff on services contracting procurement processes and requirements, including state regulations and policies that have an impact on Service Contracts and provider reimbursement. The Bureau develops and oversees the policies and procedures governing Service Contracts, ensuring Agency compliance to state and federal regulations. This critical position:
  • Researches topics related to service contracting, analyzes applicable information, and develops reports or staff resources for the contract lifecycle management (CLM) system or service contracting processes. Updates or develops contracting written resources or updates business requirements and workflows for highly technical topics. Serves as a back-up programmer for the contract lifecycle management system to program changes to existing or create new templates and/or workflows.
  • Reviews internal requests for fiscal agent, sole source, and emergency procurement requests, and applies consistent standards to ensure applicability with agency rules and procedures. Collaborates with Agency staff and liaises with Department of Management (DOM) or Office of Chief Information Officer (OCIO). Conducts annual quality assurance reviews of randomly selected contracts procured under these methods.
  • Develops, executes and conducts service contract training to ensure Agency staff are trained in compliance with their roles and fulfill the state's procurement and contracting requirements.
  • Works in collaboration among multidisciplinary program staff within each business unit across the Agency, as well as other state agencies involved in the specific procurement and contracting processes to ensure compliance with state procurement rules and Agency policy. This position will provide technical assistance to staff with drafting contractual scopes of work for services, reviewing contracts, and service procurement documents and serve as a liaison to ensure appropriate sign off for each business requirement within the process.
  • Coordinates review of service contracting risk assessments to ensure applicability, consistency and compliance, to include, but not limited to: reviewing staff-completed subrecipient/vendor questionnaires, FFATA, 8F/financial reviews.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  1. Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in data science; project management; management analysis; or business systems analysis.
  2. All of the following (a and b): (A) Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  3. All of the following (a, b, and c): (A) One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and (C) A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.
  4. Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
