Under general direction of the Program Manager I of the California State Warning Center (CSWC), and with minimal supervision, function as lead staff with full responsibility for a wide range of programs within the CSWC. Responsibility includes lead for and providing training and oversight to the Emergency Notification Controller (ENC) and Emergency Services Coordinator (ESC) staff. The Senior Emergency Services Coordinator (SESC) must demonstrate effective written and oral communication skills. The SESC provides situational awareness, analysis, and identifies emerging and near-term threats. Analyzing potential impacts, the SESC prepares, approves, and disseminates alert notifications as well as various situation reports. Based on situation analysis, the SESC formulates possible courses of action and provides guidance to CSWC staff as well as makes recommendations to the Executive Duty Officer and Executive Branch. Coordinates and approves missions for state agency resources, and/or requests for federal resources, at the request of the Governor's Office of Emergency Services (Cal OES) Region, Fire, Telecommunications, or Law Enforcement Branch, and at the direction of Cal OES Executive or Executive Duty Officer.
The SESC provides situational awareness and analysis of all risk incidents/events such as but not limited to: incidents with potential health impacts, extreme fire weather, extreme heat or freezing weather, potential Public Safety Power Shutdown (PSPS)/ Power outages, derailments, hazardous materials incidents, earthquakes and tsunamis. The SESC will perform the most complex, difficult, and sensitive emergency planning/management work above the journey level involving coordination work supporting the CSWC, State Response Operations and the State Operations Center. Provides analysis and develops recommendations for the most complex operations and technical issues, including the development of CSWC Standard Operating Procedures and training. Consults and assists in the development of statewide emergency management plans and other products related to emergency alert, warning, and overall emergency response operations in the state. The SESC will provide a high level of confidential support dealing with a variety of highly sensitive departmental issues and special executive level projects as related to utility operations and their functions in an emergency. The incumbent will demonstrate strong interpersonal skills, ability to analyze situations and provide alternate solutions, and the ability to provide communication and negotiation between private and government agencies.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. The current State Operations Center (SOC) at the California Governor's Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
