The Opportunity
RS&H is currently seeking a Senior Transportation Planning Manager to join the Infrastructure Practice in the Baltimore Region.
The successful candidate will have experience leading diverse and complex work tasks in areas of planning, engineering, mentoring, business development, marketing, and management. You will serve as a Senior Transportation Planning Manager for planning and engineering studies for roadways, transit systems, freight, toll roads, and bicycle and pedestrian facilities for local, state, and federal clients in Maryland and the mid-Atlantic region, while cultivating relationships with existing clients and new clients.
Examples of projects you would lead include major transportation (roadway and transit) environmental impacts studies, feasibility studies, and comprehensive transportation plans. You will serve as a task manager on various projects involving the preparation of CEs, EIS/RODs, EA/FONSIs, alternatives development, public involvement, and overall NEPA compliance documents. You will work to achieve our goals of a profitable operation and a supportive and inclusive work environment. Qualifications:
  • Active, good-standing Professional Engineering license in the state of Maryland;
  • Bachelor's or Master's degree in Civil Engineering or related field from an ABET accredited university;
  • 15+ years of progressive leadership experience in Transportation Planning and Preliminary Engineering, including experience in a project management role on complex Transportation Planning projects and management of on-call contracts;
  • Experience on major planning projects in Maryland, with proven experience providing technical guidance to entry/junior-level staff and reviewing others' work for technical accuracy;
  • Thorough knowledge of Maryland Department of Transportation (MDOT), Maryland State Highway Administration (SHA), Maryland Transportation Authority (MDTA), local municipality, and Federal Highway Administration (FHWA) policies and procedures;
  • Strong supervisory skills and experience in building and managing a talented group of transportation professionals;
  • Established client relationships and marketing and business development experience with the ability to cultivate and maintain positive and trusted relationships with clients, staff, and subconsultant partners;
  • Excellent organizational skills with attention to detail along with overall quality control and schedule management; and
  • Ability to track individual project tasks and financial management of individual and overall project tasks.

Goals and Objectives:
  • Serve in a meaningful technical leadership role on current projects in Maryland, such as the ALB +270 Corridor Program and on projects in the Northeast and Mid-Atlantic Divisions and support the Maryland State Leader as needed to balance utilization goals and increase revenue opportunities;
  • Serve as a team supervisor for teams of up to six associates, with responsibility for growth and development of staff working on tasks/projects under your supervision;
  • Serve as Project and Client Manager for project pursuits, business development and marketing efforts that provide the best opportunity for winning strategic projects and selection by clients;
  • Expand market share with RS&H's existing and future clients, including MDOT, SHA, MDTA, City of Baltimore and Maryland Counties, through targeted client interaction and marketing, and through oversight of ongoing work activities as needed to produce a quality work product and client satisfaction;
  • Participate actively in industry committees and societies, serve as a regular speaker, write articles/blogs, and demonstrate industry thought leadership; and
  • Help grow our high performing Timonium, MD, office that maximizes employee engagement, morale, innovation, technical and financial performance through instilling accountability, communication, ethics, teamwork, and a performance-rewarding office culture.
