Job description

This position is responsible for the design, engineering, installation, maintenance of BED's supervisory control and data acquisition (SCADA) system and communication with field devices to ensure reliability of the distribution system. Responsibilities also include ensuring the stability, integrity, and secure operation of the SCADA System and SCADA fiber system.

Please note, Burlington Electric is seeking to hire one engineer specializing in SCADA. In addition to this posting, we will consider an Associate SCADA Engineer or a SCADA Engineer.


  • Perform SCADA system administrator tasks.
  • Responsible for real time integrity and reliability of the SCADA System, SCADA applications, and SCADA fiber system.
  • Responsible for the design, implementation, and documentation of the SCADA system.
  • Oversee the implementation of SCADA software and SCADA applications upgrades and replacements.
  • Provide assistance to BED's IT Department with the design and documentation of the SCADA network infrastructure, SCADA switches, and SCADA firewalls.
  • Design, install, and maintain SCADA servers.
  • Develop, maintain, and update SCADA databases, point lists of data transferred between control center and field devices, calculations, screens/displays, and video wall.
  • Work with SCADA system vendors to document product roadmaps and ensure alignment with long range business priorities.
  • Participate on BED's Cyber Security Working Group.
  • Implement and maintain SCADA security standards in collaboration with BED's IT Department to ensure the integrity of the SCADA system.
  • Design, install and maintain supervisory control & computerized remote terminal units and electric utility device control systems.
  • Assist with the design and configuration of network and communication systems for human machine interface (HMI), remote terminal units, intelligent electronic devices, distributed generation, microgrids, and battery storage.
  • Works with BED's Technicians in troubleshooting communication and integration issues between field devices and SCADA.
  • Create and maintain SCADA user guides, documentations and diagrams.
  • Create and maintain backup and disaster recovery procedures in area of responsibility.
  • Collaborate as a member of the Engineering team sharing information, cross-training, and providing coverage as directed by the supervisor.
  • Assures compliance with State and Federal standards and regulations related to SCADA system.
  • Develops request for proposals and agreements for contractors. Evaluates proposals and makes appropriate recommendations.

  • Bachelor of Science degree in Electrical Engineering, Computer Engineering, or relevant field with a minimum of eight (8) year related experience.
  • Demonstrable proficiency with development and troubleshooting skills in real-time data acquisition, and SCADA system security.
  • Demonstrated proficiency in computer networking.
  • Manage multiple projects within established deadlines required.
  • Demonstrated communication skills required.
  • Ability to keep abreast of current technologies and procedures.
  • Professional behavior that reflects excellent customer service and encourages working partnerships with internal (e.g. employee) and external (e.g. ratepayer) customers is required.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
  • Ability to obtain and maintain a valid Vermont driver's license required.
  • Ability to attend evening meetings, as well as, travel to conferences, workshops or other professional meetings required.
  • Wear of personal protective equipment such as gloves, safety glasses, hard hat, fire retardant overalls, etc. is required when working outside.
  • Ability to work outside where there is exposure to heat/cold or moisture, hazardous materials, energized wires/equipment, and traffic.
  • Ability to work in and around energized, high voltage equipment, in accordance with all applicable safety requirements.
  • Ability to work long hours to accommodate workload or emergencies.
  • Answering phone calls after business hours is required.
  • Provides after hours SCADA support during critical outages.
