POSITION SUMMARY
As the Senior Regulatory Officer, you will lead the Regulatory department encompassing the Compliance, BSA, CRA, and Internal Audit functions. You will be highly visible outside the department by building partnerships with decision makers and other business line managers through open channels of communication. As the Senior Regulatory Officer, you are the primary liaison to the Audit Committee regarding internal audit. This role is responsible for the overall compliance risk management process for the organization and ensuring that technical advice and guidance to bank management and staff is provided in sync with business goals and that compliance objectives are achieved. This role ensures the bank adheres to compliance requirements with all applicable state and federal legislation and regulations. This role is highly visible in the bank and requires a high level of professionalism and self-awareness.
JOB REQUIREMENTS
  • High school diploma or equivalent required

  • Ten years of experience in a banking, mortgage or consumer lending environment or similar role/industry required

DUTIES AND RESPONSIBILITIES
  • Effectively ensure the Bank remains informed on the risks of compliance with all applicable state and federal legislation and regulations by conducting, coordinating, and maintaining Compliance Risk Assessments
  • Ensure direction of the Bank's BSA/AML program is appropriately managed by the BSA (Bank Secrecy Act) Officer
  • Oversee the maintaining of the Bank's BSA Risk Assessments as prepared by the BSA Department
  • Responsible for maintaining a risk-based, comprehensive Compliance Management System through development of compliance policies and procedures and monitoring of operational activities that impact compliance
  • Assure any changes to legislation or regulations related to compliance are communicated to employees, as appropriate to their position, in a timely manner
  • Develop and conduct additional compliance training as needed to address specific compliance issues or gaps in employee education not included in annual training
  • Provide compliance guidance and coordination among all bank departments and provide advice on compliance-related matters involving product changes and development
  • Initiate change, integration, operationalization of new regulations and other events impacting compliance
  • Manage and implement the response to and correction of all Compliance, BSA, CRA or Internal Audit issues noted in an examination or audit
  • Conduct performance evaluations of Regulatory Officer/BSA Officer and Regulatory Department employees
  • Regularly report compliance trends and areas for improvement to the Board including corrective actions for resolution by the bank
  • Obtain Board approval on compliance policies as needed
  • Be an available point of contact for external auditors, FDIC and State Examiners, assisting them with questions and other needs during their visits to the Bank on compliance matters and Internal Audit
  • Gathers data for request lists from external auditors, FDIC and State Examiners
  • Stay up-to-date on changes to compliance-related legislation
  • Maintain all necessary or required records and documentation in an organized and orderly fashion
  • Travel to conferences and all branches, which may require overnight stays
  • Maintains and adheres to the Bank's compliance calendar and internal audit calendar
  • Ensure that all regulatory reporting of the banks CRA and HMDA data is completed in the required timeframes while maintaining the integrity of the data
  • Ensure that all materials are distributed for the Regulatory Committee, CRA Committee and Audit/Risk Committee
  • Provide coaching, mentoring, and feedback, to team members on a real-time and continual basis and via two-way communication
  • Select appropriate team members whose differing strengths can be maximized to create a highly productive team
  • Complete cross-training and development training with team members
  • Provide effective employee onboarding, and ongoing training and development opportunities that reflect both the employee's and the bank's needs
  • Develop clear guidelines, goals and timelines while working alongside your team toward a common purpose
  • Establish an environment of continuous improvement
  • Listen to feedback and resolve any issues or conflicts
  • Empower team members to improve their confidence, job knowledge and communication skills, and identify, discuss and relay employees' interest in promotional and career development opportunities
  • Approve timecards and benefit time for direct reports ensuring proper coverage
  • Conduct regularly scheduled bi-weekly one-on-ones with team
  • Ensure job descriptions are current and reflect actual duties of position, to ensure skills, abilities and experience is appropriate for current/and or securing new employees
  • Maintain compliance with regulations and bank policies and procedures, including the BSA and Office of Foreign Assets Control (OFAC) requirements
  • Actively support the ongoing development of a culturally diverse workforce
  • Complete other duties as assigned as determined by management to be reasonable and beneficial

PHYSICAL REQUIREMENTS
You will regularly sit stationary at a workstation, constantly operating a computer or other office machinery in order to complete your job functions. You will frequently communicate with other employees through various channels such as talking, listening, and typing. This position may require travel which could include overnight stays.
