Position Summary
The Senior Regulatory Compliance Manager is primarily responsible for leading the regulatory affairs activities of the organization by developing and implementing strategies for ensuring that all organizational operations comply with applicable laws, regulations, and standards. As a direct report of the Vice President of Regulatory Compliance, the individual in this role will lead Regulatory Compliance teams, such as Emissions, Safety, Fire, etc. to ensure the company's compliance with applicable regulations and help foster a culture of compliance within TMH.
The ideal candidate should have the mindset of an "internal compliance officer," be able to ask tough questions, have a passion for doing the right thing, and be comfortable with navigating ambiguity. She or he should be an effective leader of a global team, fostering collaboration and providing direction in managing compliance responsibilities.
Company expectations for this position include effectively and efficiently managing all relevant Regulatory Compliance matters, ensuring limited to no impact on business continuity.
Essential Position Duties
Regulatory Compliance Understanding
Oversee the entire department's operations related to Regulatory Compliance (Emissions, Safety, Fire, Shock, Technology Environmental), Trade Compliance (customs import/export), and our Foreign Trade Zone.
Identify Regulatory Compliance risks and vulnerabilities, develop risk mitigation measures, and oversee the implementation and monitoring of corrective action.
• Collaborate closely with the Company's Compliance group to leverage compliance policies, communications, training, and identify and mitigate applicable compliance risks.
• Collaborate closely and coordinate with the Senior Regulatory Counsel to document regulatory processes (e.g., internal audits, inspections, certification renewals, etc.).
• Develop and implement Regulatory Compliance programs across the company, including all affiliates (e.g., Toyota equity dealers).
• Assist in overseeing tasks associated with planning, managing, and implementing regulatory procedures meant to ensure organizational and governmental compliance.
• Identify and enforce key regulatory requirements for specific projects.
• Assess project risks and make adjustments as necessary to ensure proper Regulatory Compliance.
Operations
Develop and implement regulatory strategies regarding existing products and the preparation of new products.
• Analyze product complaints and recommend their reportability to external agencies.
• Act as the primary point of contact for technical product development teams.
• Support the Company's Quality Control programs by working with the Quality and Manufacturing Teams.
Stakeholder Management
Liaise with all regulatory agencies (e.g., EPA, CARB, ECCC, etc.).
Coordinate the preparation of comprehensive compliance reports, ensuring accuracy and timeliness, and take the final authority and review of information that will be shared with regulatory bodies.
• Lead and manage vendor relationships with compliance testing labs, including but not limited to the selection and sourcing of new laboratories.
• Participate in internal or external audits, inspections, and product campaigns/recalls.
• Ensure timely, accurate, and quality submissions to regulatory agencies based on fuel economy and emissions-related vehicle regulatory requirements.
• Participate in industry association meetings as required (e.g., EMA, ANSI, ITA, etc.).
• Obtain and distribute updated information regarding domestic or international laws, guidelines or standards.
• Partner closely with departmental managers to develop and execute tactical strategies for mitigating compliance risks, aligning actions with the overarching guidance provided by the VP.
• Facilitate meetings and maintain frequent collaboration with Regulatory Compliance groups and other internal stakeholders in Japan.
• Promote and reinforce a culture of Regulatory Compliance awareness and accountability actively.
• Oversee a team of "Compliance Leaders" who specialize in different aspects of industry regulations and collaborate to ensure the organization meets all compliance requirements.
• Oversee the development of Regulatory Compliance-related training sessions within the organization.
General Duties
• Demonstrate the ability to work in a constant state of alertness and in a safe manner.
• Perform additional duties as assigned.
Education Experience
Required
• Bachelor's degree in related Engineering / Science field (Mechanical, Chemical, Environmental, Electrical, or related field). Or alternatively, a Bachelor's Degree in another field with relevant experience in EPA and CARB certification and compliance.
• Strong commitment to compliance.
• Deep knowledge of certification and compliance, including EPA- and CARB-related regulations, such as the Clean Air Act, ZEV, etc.
• 10+ years of industry experience, preferably in various aspects of R D and development, including prior management experience (preferred 15+ years).
• People and team management experience and skills, for both technical and non-technical staff.
• Outstanding and demonstrated communication (verbal written) and negotiation skills, especially in representing Toyota to crucial external stakeholders.
• Excellent project management and organizational skills, to effectively lead the completion of large volumes of crucial tasks.
• Proven success working collaboratively as part of a global team in a fast-paced environment, as well as independently.
• Ability to distill complex data into concise executive reports.
• Ability to develop and implement strategic plans to ensure compliance with regulatory requirements while aligning with the organization's goals.
• Knowledge of sourcing of key emissions and fuel economy regulations and laws.
Preferred
• Advanced degree (e.g., master's degree) in a related Engineering / Science field.
• Direct experience with emissions Regulatory Compliance, including working at or with regulatory agencies for Emissions, Safety Fire Shock, Telematics and OAS, and Environmental).
o Relevant agencies include the following:
o Emissions: EPA, CARB, ECCC, NOM
o Safety, Fire, Shock: ANSI, OSHA, RIA, UL, COSHA, UL C, CSA, UL MX
o Telematics OAS: FCC, ISED, NOM, IFT
o Environmental: EPA, ECCC, Mexico
• Experience leading cross-functional teams and training/mentoring team members.
• Strong attention to details and accuracy with complex information.
• Good recordkeeping skills.

Primary environment: ambient room temperatures, lighting and traditional office equipment as found in a typical office environment.
