Senior Quality Services Manager and Advisor-(20811)
DESCRIPTION


Idaho National Laboratory is hiring a Senior Quality Services Manager to work in our Environment, Safety, Health & Quality department. Our team works onsite with a 9x80 schedule with every other Friday off. This position is located at the Willow Creek Building in Idaho Falls, Idaho

You will report to Quality Division Director. Here you will provide strategic leadership for Quality Department personnel supporting all Mission Centers, Quality Programs, and focus on Facilities and Site Services Quality including quality engineer and inspection support for performing irradiated program services.

Responsibilities Include:

    Manage assigned quality managers, supervisors, and staff working within INL’s documented quality program to provide efficient quality deliverables for assigned areas.
    Develop INL quality strategies and establish documented operating procedures for implementation of quality requirements for assigned areas. Ensure such processes are aligned and integrated with other management systems and are deployed:Requires collaboration with senior managers across the lab to ensure Quality Services value is understood and made available for improving business effectiveness.
    Provide strategy and leadership for INL in assigned areas as well as advisor to other Departments within the Quality Division. Provide succession planning for staff within assigned areas. Provide resources for vulnerabilities and advises the Quality Division Director and Quality Managers on resource needs, technical challenges, requirements and process strategies. Ensure special needs for the Quality Division are supported (such as ensuring the CRADA and SPP processes have the appropriate quality requirements and engagement throughout the Quality Division to ensure Mission Objectives are achieved).
    Provide mentoring to quality department staff lab-wide. Advise and assist organizations implementing INL quality processes. Adjudicate difference of opinion and issues within responsibilities with little direct oversight from the Quality Division Director.
    Perform, or direct the performance of administrative functions to include budget preparation and administration, staffing, employee relations, personnel development, employee performance appraisals, salary administration, promotions / demotions, recognition programs, and other required administrative or personnel actions.
QUALIFICATIONS

Minimum Requirements:
    20+ years job-related experience, or advanced degree and 15 years job-related experience in quality.
    10+ years managing quality teams within the nuclear industry.
    Experience with application of quality principles in quality research, procurement, and construction environments.
    Experience with inspector certification and application of codes and standards.
    Experience with developing, inspecting, or implementing NQA-1, ASME, ISO, or other standard requirements.
    Experience with software quality implementation.
    Education & Experience necessary to meet DOE Nuclear Training orders compliance (e.g., per PDD-109, PDD-147 as applicable)
    This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

    MR0300: Salary Grade 240 – ($143,124 - $243,312)
