Project Overview

Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project works on a 4-10s schedule working Monday through Thursday with every Friday off. Start times are flexible but the standard work week is Monday - Thursday from 6:30 am to 5:00 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

This position evaluates the effective implementation of the Quality Management System (QMS) for the Uranium Processing Facility (UPF) at the Y-12 National Security Complex. This position works at the UPF office and construction site/field location as a member of the UPF Quality Assurance (QA) Oversight team. This position's primary role is providing oversight of Engineering, Procurement, and Construction (EPC) organizations supporting the implementation of quality programs, processes, and systems in a project role.

 

Responsibilities

Provides Quality Assurance oversight of Engineering, Procurement, and Construction (EPC).

Verify EPC work products incorporate and are compliant with applicable procedures, plans, and requirements.

Plan and conduct internal audits and surveillances of EPC activities or processes to verify implementation and effectiveness, through developing assessment plans, lines of inquiry, field observations, interviews and documenting results in an assessment report.

Participation in BNI Quality Oversight Audits both internal and with supplier audits and surveillances.

Reviewing UPF Design output documents including Procurement documents, Engineering documents, Construction documents, and Startup documents

Participate in contract formation teams

Provide oversight of construction subcontractors

 

Qualification and Skills
Basic Qualifications

Bachelor's degree in a relevant Engineering or Physical Science discipline from an accredited university or college with 9 years of progressive related QA experience or in lieu of degree, a minimum of 15 years of progressive related QA experience.

Must be a US citizen.

Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

Must be able to obtain a site security badge for access to the worksite.

Must be able to obtain site security badge and a DOE "Q" Clearance for access to work site.

Must be able to be certified as a lead auditor in accordance with ASME NQA-1.

 

Minimum Qualifications

Basic technical knowledge in the application of engineering, procurement, construction sufficient to comprehend requirements.

Working knowledge and understanding of DOE Orders and Federal Regulations.

Database and Microsoft Office suite (Word, Excel, PowerPoint, and Outlook) proficiency.

Understanding of the quality rigor required for nuclear projects and familiarity with nuclear project procedures.

Demonstrated technical editing ability.

Excellent written and verbal communication skills.

Ability to effectively partner with functional organizations. Ability to perform duties with minimal supervision. Ability to manage a fast pace of work, prioritize tasks, adapt to changing situations, and meet short

deadlines.

 

Preferred Qualifications

Demonstrated skills in planning, organization, and schedule compliance.

Understand and has performed audits, surveillances and/or assessments

A high level of personal motivation, high standards, and the ability to work within changing situations to meet short deadlines and multitask.

Knowledge of regulatory requirements and functions that impact the QA program.

NQA-1 Lead Auditor certification (past or present).
