Job description

LinQuest is seeking a Senior Programming / Financial Management Analyst to join our team in Colorado Springs, CO.

An active TS/SCI (SAP/SAR Eligible) clearance is MANDATORY to be considered for this position. 

LinQuest Corporation is hiring a highly skilled and motivated candidate to provide support to the Space Operations Command (SpOC) S8Z as a Senior Programming/Financial Management Analyst supporting the Black Bear contract. 

In this role you will provide SPRG POM support and financial management analysis, responsibilities include:

  • Support SPOC’s SAP/SPRG space/cyber POM development: schedule/manage SAP/SPRG POM cycle and train Requirements/WSG/S&T leads; support black/white POM integration.
  • Capture/Record SPRG POM resource management information with analytic capability.
  • Document/Respond to recurring/ad hoc transactions, staff actions, RFIs.
  • Research/Analyze substantive issues requiring SPOC interpretation/position/decision; formulate results; attend FIELDCOM Program Reviews.
  • Create/Maintain records to track financial changes and provide program status.
  • Support advocacy of SPOC space/cyber SPRG S&T initiatives (i.e., POM, FIELDCOM reviews).
  • Accomplish SAP/SAR budget administration tasks and cost/economic analysis.
  • Perform budget formulation work: analyze annual/multiyear budget estimates for integrated budget execution plan; contribute to appropriations program budget development for annual Financial Plan.
  • Contribute to applicable General Program Requirements, Overarching Requirements, Portfolio Management Program Protection Planning, and Program Office Support.

 

Required Skills/Experience:

  • 10+ years POM experience, including 5 working SPRG programs at HAF/Joint Staff/Combatant Command/FIELDCOM; 3 years financial management experience    
  • Proficiency in SF/SpOC corporate processes/procedures/products
  • Proficiency creating/executing POM/execution plans/spend plans/UFRs/budget estimates/defense strategies
  •  Proficiency in quickly responding to RMDs/PBDs/PDMs/Congressional marks/reclamas
  • Proficiency in processes/products supporting PB/budget reviews/CR/initial distribution/ closeout/Congressional Staffer briefs/P-docs/R-docs/financial drills
  • Proficiency in budget/accounting tools (ABIDES/RAPIDS/ABSS/CRIS/OARS/FMSuite)
  • Knowledge of NSS/NDS/NMS, DPG, Combatant Commander IPLs
  • Knowledge of SF/SpOC programmatic and financial organizations/roles/staff
  • Knowledge of interaction of JCIDS/acquisition/PPBE processes as well as relationships between strategy/planning/programming/budgeting/execution. 
  • Knowledge of space, cyber and IO SAP/SAR programs.
  • Knowledge of SF/SpOC organizations, missions, capabilities
  • Knowledge of FIAR protocols and standards
  • Knowledge of DoD Directive 7045.14, AFI 10-601 SpOC Supp, SCG
  • An active TS/SCI (SAP/SAR Eligible) clearance is MANDATORY

 

Preferred Skills/Experience:

  • Masters Degree, preferably financial, accounting, or management

 

Compensation:

  • The salary for this position ranges from approximately $80,000 to $100,000 depending on relevant experience and qualifications.
