The Team
Our Global Health Program harnesses advances in science and technology to save lives in poor countries. We focus on the health problems that have a major impact in developing countries but receive too little attention and funding. Where proven tools exist, we support sustainable ways to improve their delivery. Where they do not, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis (TB), neglected tropical diseases, enteric and diarrheal diseases, pneumonia and polio.
The objective of the Enterics, Diagnostics, Genomics, & Epidemiology (EDGE) Team is to improve health outcomes in low- and middle-income countries through advancing products, tools and platforms designed for in-country implementation, and improving quality of and access to data and information for public health decision making. The team is a trifecta of strategic initiatives that includes the Enteric Diarrheal Diseases (EDD), Genomic Epidemiology & Modeling (GEM) and Diagnostics programs. Guided by the burden of disease and the threat of outbreaks, we develop vaccines, diagnostics, and tools for detection and surveillance of pathogens for delivery to our target populations.
Your Role
We seek a self-starter who can integrate a diverse set of perspectives to build consensus, structure and drive forward progress on complex topics, and provide both technical and operational capacity to the Genomics, Epidemiology & Modelling program. This Senior Program Officer (SPO) position is accountable for implementing and managing a portfolio of grants and contracts, including our work with the Institute of Health Metrics and Evaluation (IHME), our work to strengthen public health modeling in low- and middle-income countries (LMICs), and a growing body of work on the application of artificial intelligence for modeling in LMICs in support of the Genomics, Epidemiology & Modelling (GEM) program priorities within the EDGE team. You will provide essential project management, grant management, and communication plans on GEM program priorities, as well as for internal Program Strategy Teams (PSTs) and other foundation partners. An important aspect of this position is collaboration across PSTs and Gates Foundation country offices in Africa and India in areas of the use of modeling to inform decision making and integrated disease surveillance. You will partner closely with the Deputy Director (DD), Genomics, Epidemiology & Modelling (GEM) to contribute to the continued development of the team's strategic vision including participating in the setting of the overall strategy and goals for the group.
What You'll Do:
  • Lead a portfolio of work on areas of burden of disease modeling, LMIC modeling ecosystem support, and the application of AI for modeling in LMICs in collaboration with internal partners.
  • Support strategy development, grant management and relationship management with key GEM modeling partners, including IHME.
  • Negotiate, implement, and manage a portfolio of grants or performance-based contracts, including alignment of internal and external partners, review of letters of inquiry and grant proposals as well as providing clear, concise and insightful written analyses and recommendations for funding.
  • Partner closely with team leadership, including the Director and DD GEM, to contribute to, communicate, and implement the overall GEM Program strategy.
  • Consult, provide thought partnership, and support to grantees and other partners to enhance the impact of the foundation's efforts related to Genomic Epidemiology and modeling.
  • Manage information related to grant portfolio and domain-level data (GEM), such as documenting key activities and decisions; inputting into key business processes and performance measurement tools; preparing materials for communication with foundation leadership.
  • Drive facilitation, project management, partner management, and follow-up on action items for cross-cutting initiatives led by the GEM Program, in particular managing the cross-foundation interest group on modeling.
  • Partner with the Strategy, Planning and Management (SPM) team to provide program management support for the GEM Program to ensure strategic and financial objectives are met, establish and implement work plans, facilitate and monitor progress against milestones and decision points; manage partner interactions; assess needs and implement improvements in processes and projects that increase the impact of the program.
  • This role will require the ability to travel up to 30% domestically and internationally.

Your Experience:
  • The ideal candidate will have an advanced degree or background in epidemiology, modeling or relevant public health adjacent field.
  • Experience with public health, modeling and/or disease surveillance in LMIC settings, preferably with experience working in an LMIC.
  • Experience working with international and regional global health partners.
  • Proven program and partner management skills: ability to coordinate inputs from many people; to track progress against targets and identify barriers to progress; to plan agendas and facilitate meetings; and to organize, evaluate, and communicate information.
  • Demonstrated ability to work with flexibility, efficiency, and enthusiasm in a fast-paced and complex internal and external environment.
  • Demonstrated experience in scientific writing and data analysis, written and oral communication skills, and experience advocating and communicating with a broad and diverse audience.
  • Tolerance for ambiguity and ability to apply structure to simplify complex problems.
  • Exceptional listening, verbal, and written communication skills and ability to effectively calibrate input and synthesize technical and programmatic information toward strategic decision making with diverse audiences.
  • Excellent interpersonal and diplomatic skills. You must possess excellent relationship management skills to develop trusting and productive relationships with a wide range of colleagues, dignitaries, leaders, grantees, consultants and other partners.
  • Strong judgment with a demonstrated ability to independently address complex issues, multiple tasks, confidential information, and competing priorities with skill, discretion, a strong attention to detail, flexibility and diplomacy.
  • Intellectual quickness, curiosity, resourcefulness and resilience.
  • Demonstrated passion for the Foundation's values with a commitment to deliver results against our mission.

Must be able to legally work in the country where this position is located without visa sponsorship.

*This role is a limited-term position for 11 months. Relocation will not be provided.
The salary range for this role is $229,100 to $386,900 USD. We recognize high-wage market differences where our offices are located, in Seattle, Washington D.C., and Boston (Cambridge). The range for this role in these locations is $249,600 to $386,900 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
