SAIC is seeking a Senior Program Analyst to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Assistant Secretary of Defense for Science & Technology (OASD(S&T)) and NSWC Crane Joint Hypersonics Transition Office. This position can be worked from Crane, IN, Washington, DC or Huntsville, AL.

Note: This position supports 2-3 days of telework/work from home.

JOB DESCRIPTION:

This position will require direct support to and interaction with program principals requiring the establishment and management of program plans and schedules; defining and tracking program requirements; tracking program deliverables; and analyzing program cost, schedule, and performance data. In this role, the candidate will support the JHTO Portfolio Manager in overseeing a portfolio of science and technology (S&T) projects to develop effective hypersonic technologies to support the warfighter. The successful candidate will be a proactive, forward leaning self-starter with exceptional judgment to interface with government customer stakeholders at all levels as well as with industry partners.

JOB RESPONSIBILITIES:

  • Coordinate, execute and track all funding actions of JHTO investments with project performers (funding requests, spend plan formulations, support agreements, interagency agreements, etc.)
  • Facilitate/lead all logistical and administrative matters for project kick-off meetings, technical deep dives and project closeout meetings
  • Monitor monthly expenditures of all on-going S&T projects to ensure adherence of schedule and OSD benchmarks
  • Support the development and implementation of processes to ensure workflow efficiency   
  • Maintain insight of projects period of performance and schedule to ensure project is on track
  • Backfill JHTO portfolio manager taskings and meetings as needed
  • Gather, review and edit inputs of weekly activity report per organization standards.
  • Assist JHTO technical managers with all programmatic related matters (process no-cost extensions, coordination of reviews, receipt of deliverables)
  • Support development of mechanisms for monitoring project progress, and for intervention and problem solving with technical managers and project performers
  • Support for and coordination of data calls - monthly reports, Congressional taskers
  • Participation in establishment/definition of program plan requirements, and monitoring and reporting performance to ensure objectives are met
  • Serve as action officer tracking teams’ task execution

Qualifications

REQUIRED EXPERIENCE AND CLEARANCE:

  • Bachelor’s degree and at least six (6) years experience; Master's degree and at least four (4) years of experience.
  • Knowledgeable of DoD 5000
  • Knowledgeable with Defense Acquisition system
  • Knowledgeable with the planning, programming, budgeting and execution processes used by the DoD
  • Candidates must have strong interpersonal, communication, and coordination skills
  • Candidate must be a US citizen
  • Interim secret clearance required to start with the ability to obtain a Secret Clearance 

DESIRED EXPERIENCE:

  • Knowledgeable with Joint Capabilities Integration and Development systems
  • Active secret clearance
